Title: Pumppaamot metrolinjalle -puitejärjestely
Description: Helsingin kaupungin liikenneliikelaitos, Länsimetro Oy ja Sammalvuoren Metrovarikko Oy hankkivat pumppaamoita metrolinjoille tämän tarjouspyyntökokonaisuuden (tarjouspyyntö ja sen liitteet) mukaisesti. Hankintaan sisältyy perusvesipumppaamot ja myös muita pumpputyyppejä. Erilaiset pumppaamot ja pumput ovat hankinnan pääasiallinen kohde. Hankinta toteutetaan puitejärjestelynä kolmen Toimittajan kanssa. Pumppaamot metrolinjalle hankinta on jaettu kahteen (2) osa-alueeseen: - Osa-alue 1: Kantametro (HKL) - Osa-alue 2: Länsimetro ja Sammalvuoren Metrovarikko. Tarjoaja voi tarjota yhtä tai kahta osa-aluetta. Hankinnan ennakoitu kokonaisarvo kuuden (6) vuoden mukaan laskettuna on yhteensä noin 2,5 M€ euroa (alv 0%). Arviossa on otettu huomioon kaikki mukana olevat osa-alueet. Hankinnan kohde ja vaatimukset on kuvattu tarkemmin tämän tarjouspyynnön liitteenä olevissa dokumenteissa.

Main features of the procedure: Tarjouskilpailu toteutetaan vesi- ja energiahuollon, liikenteen ja postipalvelujen alalla toimivien yksiköiden hankinnoista ja käyttöoikeussopimuksista annetun lain (1398/2016, jäljempänä erityisalojen hankintalaki) mukaisena avoimena menettelynä. Hankinnan ennakoitu arvo ylittää erityisalojen hankintalain mukaisen EU-kynnysarvon. Hankinnassa perustetaan puitejärjestely, johon valitaan mukaan kolme (3) puitesopimustoimittajaa. Puitejärjestelyn toimintamalli on kuvattu tarjouspyynnössä. Tarjouksen laatimisesta, jättämisestä, esittelystä tai muusta hankintamenettelyyn osallistumisesta ei makseta tarjoajille korvausta. Tarjoaja vastaa kaikista tarjouskilpailuun osallistumisesta aiheutuvista kustannuksistaan. Ennen tarjousten vertailua hankintayksikkö tarkastaa tarjoajien soveltuvuuden ESPD-lomakkeella annettujen tietojen perusteella. Tarjouskilpailusta suljetaan pois tarjoajat, jotka eivät täytä asetettuja soveltuvuusvaatimuksia tai joita koskee erityisalojen hankintalain 84 §:ssä tarkoitettu pakollinen poissulkemisperuste. Hankintayksikkö voi lisäksi sulkea tarjouskilpailusta tarjoajan, jota koskee erityisalojen hankintalain 81 §:ssä tarkoitettu harkinnanvarainen poissulkemisperuste. Tarjoukset vertaillaan tarjouspyynnössä kohdassa Päätöksenteon perusteet ilmoitetun mukaisesti. TARJOUSTEN KÄSITTELY Hankintamenettelyn päävaiheet ovat seuraavat: - 1. Tarjousten avaaminen. - 2. Tarjoajien soveltuvuuden arviointi. - 3. Tarjousten tarjouspyynnön mukaisuuden tarkastaminen. - 4. Tarjousten vertailu. - 5. Tarjouskilpailun voittajalta pyydettävien soveltuvuutta koskevien todistusten ja selvitysten tarkastaminen. - 6. Hankintapäätöksen tekeminen ja päätöksen tiedoksianto tarjoajille. - 7.
