Obiectul procedurii de achizitie este atribuirea acordurilor-cadru pentru ,,Lucrări de întretinere curentă pe timp de vară și iarnă a drumurilor județene din administrarea Consiliului Județean Brașov”, pe 3 loturi : Lot 1 Brașov, Lot 2 Făgăraș și Lot 3 Rupea. Cantitatile estimate minime si maxime aferente unui contract subsecvent, respectiv cantitatile estimate minime si maxime aferente acordului cadru, pentru fiecare lot in parte, se regasesc in anexele la caietul de sarcini.
Acordul-cadru pentru fiecare lot se va incheia cu ofertantii clasati pe primele trei locuri in urma aplicarii criteriului de atribuire.
Autoritatea contractantă va răspunde în mod clar și complet tuturor solicitărilor de clarificare în a 11- a zi înainte de data depunere a ofertelor, in masura in care aceste solicitari vor fi adresate in termenul prevazut la sectiunea I.3) din fisa de date, respectiv 20 zile inainte de data limita de depunere a ofertelor.

Additional information
1. Pentru vizualizarea documentatiei de atribuire incarcate in SEAP, operatorii economici trebuie sa aiba un program necesar vizualizarii fisierelor semnate electronic (acest program fiind disponibil gratuit pe site-urile furnizorilor de semnatura electronica) .
2. Potrivit prevederilor art.193 din Legea 98/2016, este OBLIGATORIE completarea DUAE pentru toti participantii la procedura (ofertanti, ofertanti asociati, terti sustinatori, subcontractanti), urmand ca documentele de confirmare sa fie prezentate numai de ofertantii clasati pe primele trei locuri in clasamentul intocmit la finalizarea evaluarii ofertelor. In procesul de evaluare a ofertelor se va avea in vedere respingerea unei oferte in situatia in care ofertantul nu depune DUAE - art.104, alin 3 coroborat cu art.60/HG 395/2016 si art.137 alin.2 litera b/HG 395/2016. Pentru indeplinirea obligatiei referitoare la modul de transmitere DUAE de catre operatorii economici participanti la procedura de atribuire, acestia vor completa direct in SEAP, in sectiunea dedicata a procedurii, DUAE-ul deja configurat de autoritatea contractanta. Detalii cu privire la intocmirea si prezentarea documentului DUAE la prezenta procedura, se regasesc, dupa autentificarea in SEAP, in sectiunea "Informatii DUAE" - Ghid de completare DUAE, precum si pe pagina de internet a Agentiei Nationale pentru Achizitii Publice accesand link-ul: http://anap.gov.ro/web/notificare-privindutilizarea- duae-in-procedurile-desfasurate-exclusiv-prin-mijloace-electronice/ .
3. În cazul în care două sau mai multe oferte sunt clasate pe primul loc, cu punctaje egale, departajarea se va face având în vedere punctajul obţinut la factorii de evaluare în ordinea descrescătoare a ponderilor acestora. În situaţia în care egalitatea se menţine, autoritatea contractantă are dreptul să solicite noi propuneri financiare, şi oferta clasata pe primul loc va fi desemnată cea cu propunerea financiară cea mai mică.
4. Daca semnatura electronica extinsa nu apartine reprezentantului legal al ofertantului, acesta are obligatia de a transmite odata cu oferta si imputernicirea persoanei care a semnat documentele ofertei cu semnatura electronica extinsa. In acest sens, informatiile legate de aceasta persoana vor fi precizate la nivelul DUAE la partea a II-a, litera B “Informații privind reprezentanții operatorului economic”.
