Criterion: Certificates by independent bodies about environmental management systems or standards

Tenderers shall confirm that systematic measures have been implemented to comply with health, safety and environment legislation. Documentation requirements: Completed HSE self-declaration in accordance with public requirements (standard HSE form, cf. the public procurement regulations annex 2). This form shall be signed by the tenderer's top management and it shall be submitted together with the tender.

Criterion: Other economic or financial requirements
Description of selection criterion: Tenderers must have sufficient economic and financial capacity to fulfil the contract. The minimum requirement is credit worthiness without requirement for provision of security. E.g. equivalent credit rating of "A" from Bisnode. Documentation requirements: Credit rating from a certified credit rating agency (based on the most recent annual fiscal figures), not older than 3 months.

Criterion: Measures for ensuring quality
Description of selection criterion: The tenderer shall have a suitable and implemented quality assurance system/management system. The requirement must be fulfilled by the tenderer himself. Documentation requirements: General account of the tenderer ́s quality assurance/management system. If a tenderer is certified in accordance with ISO9001 or equivalent certification schemes, it will be sufficient to fulfil the requirement.

Criterion: Environmental management measures
Description of selection criterion: The tenderer is required to have an environmental management system to ensure environmental consideration in the delivery. Documentation requirements: Certificate that proves a valid environmental management system (f.eks. ISO a 14001 certificate, EMAS registration or Environmental Lighthouse certificate). Alternatively, tenderers can provide a description of their internal environmental management system with an account and policy if formal certification is not available.

Criterion: References on specified services
Description of selection criterion: Tenderers shall have relevant experience from assignments or deliveries of an equivalent nature and extent to the assignment in question. 'equivalent' means assignments of the same type, complexity and size, which ensures that the tenderer has the necessary experience. Documentation requirements: Reference list of the most important relevant assignments carried out in the last 3-5 years. The list shall include a description of the assignments, contract value, date/year, as well as the name of the contracting authority/customer for each reference. Description: The contracting authority has assessed that climate and environmental considerations in this procurement are safeguarded better through binding requirements in the requirement specifications than by using climate and environment as the award criterion with a minimum of 30 percent weighting, cf. the Procurement Act § 5 b second paragraph. There is a binding requirement for electrical operation for passenger cars. The requirement applies to all passenger cars that are offered and delivered under the Agreement. An absolute requirement ensures that the entire vehicle volume in question is in use free of charge, regardless of which tender is chosen. A relative awarding of tenders with lower emissions is therefore not assessed to give an equivalent or better climate and environmental effect. In accordance with the current regulations, emission standards Euro 6 or better are required for vehicle categories where vehicles with incineration engines can be offered. The contracting authority has assessed the market access to emission-free vehicles against the vehicles ́ intended use, including the necessary range, payload, accessibility and operative stand-by. Based on this, it is not seen as appropriate to have a general requirement for emission free operation for these vehicle categories. The requirements apply for all relevant call-offs under the Agreement and give a direct, binding and verifiable climate and environmental effect throughout the entire contract period. The contracting authority therefore considers that the requirements in total give a better climate and environmental effect than using climate and the environment as the award criteria.
