Description of selection criterion: De inschrijver toont aan dat hij beschikt over voldoende economische, financiële, technische en organisatorische draagkracht om de opdracht gedurende de volledige looptijd op een kwaliteitsvolle, stabiele en continue wijze uit te voeren. Gelet op de omvang en complexiteit van het personeelsprogramma verwacht De Medemens dat de inschrijver beschikt over een mature organisatie, voldoende personeelscapaciteit, structurele continuïteit en aantoonbare ervaring met implementaties bij organisaties van vergelijkbare omvang en complexiteit. Minimumeisen: De inschrijver voegt hiertoe een beschrijving toe van zijn organisatie, met minstens vermelding van het aantal medewerkers dat betrokken kan worden bij implementatie, ondersteuning, ontwikkeling en helpdesk-werking, de continuïteitsmaatregelen bij afwezigheid of personeelswissels, en de ervaring met gelijkaardige opdrachten.

Description of selection criterion: De inschrijver toont aan dat hij minstens één Belgische organisatie binnen de ouderenzorg als klant in portefeuille heeft waarvoor het aangeboden personeelsprogramma reeds minstens één jaar operationeel is op het moment van indiening van de offerte. Minimumeisen: Als bewijs voegt de inschrijver minstens één relevante referentie toe met vermelding van de naam van de organisatie, de sector, de scope van de opdracht, de datum van ingebruikname, de gebruikte modules en een korte beschrijving van de geleverde oplossing. De aanbestedende overheid behoudt zich het recht voor om de opgegeven referentie te verifiëren.

Criterion: Technicians or technical bodies to carry out the work
Description of selection criterion: De inschrijver toont aan dat de aangeboden oplossing en dienstverlening volledig zijn afgestemd op de Belgische arbeidsrechtelijke context en op de specifieke behoeften van zorgorganisaties die ressorteren onder PC 330.01. De oplossing ondersteunt minstens de geldende regelgeving en afspraken inzake arbeidsduur, rust- en recuperatietijden, verlof, feestdagen, afwezigheden, vervangingen en andere relevante sectorale bepalingen. Daarnaast houdt de oplossing rekening met de zorgspecifieke planningsuitdagingen en operationele vereisten die kenmerkend zijn voor de sector. De inschrijver garandeert bovendien dat toekomstige wijzigingen in de Belgische wet- en regelgeving, alsook relevante sectorale evoluties, automatisch, correct en tijdig worden verwerkt in de oplossing. Deze aanpassingen worden zonder bijkomende licentie-, ontwikkelings- of implementatiekosten voor de klant doorgevoerd en vereisen geen tussenkomst van de klant om conform te blijven met de geldende Belgische regelgeving. Minimumeisen: Als bewijs beschrijft de inschrijver concreet op welke wijze de oplossing de Belgische regelgeving en de zorgspecifieke planningsnoden ondersteunt. Daarnaast levert de inschrijver aantoonbaar bewijs van het proces waarmee wettelijke en sectorale wijzigingen automatisch worden opgevolgd, geïmplementeerd en beschikbaar gesteld aan de klant, zonder dat hiervoor acties van de klant noodzakelijk zijn.

Description of selection criterion: De inschrijver garandeert Nederlandstalige ondersteuning gedurende het volledige traject, zowel tijdens de implementatie als tijdens de operationele fase. Dit geldt minstens voor projectbegeleiding, opleiding, gebruikersdocumentatie en helpdeskondersteuning. Documenten en release nota's dienen integraal in het Nederlands opgemaakt te worden. Minimumeisen: Als bewijs beschrijft de inschrijver zijn ondersteuningsmodel, de bereikbaarheid van de helpdesk en de wijze waarop vragen en incidenten worden opgevolgd.

Description of selection criterion: * Het UEA, waarmee de ondernemer verklaart dat hij zich niet bevindt in een van de uitsluitingssituaties als bedoeld in de artikelen 67 tot 69 van de wet van 17 juni 2016.
