Justification for the duration of the framework agreement: De keuze voor een initiële looptijd van zes (6) jaar is gebaseerd op de volgende overwegingen: • Om technische redenen wordt voor een langere looptijd gekozen. Het betreft hardware met een lange levensduur van ten minste 20 jaar dat je eenmalig vervangt met overgang naar 1 systeem dat RWS zelf goed kan beheersen naar de toekomst, bedoeling is met dezelfde partij deze -eenmalige- vervangingsopgave in zijn volledigheid te kunnen realiseren voor alle regio’s binnen RWS). Daarnaast is de complexiteit van migratie ook een argument voor langere looptijd. • Het programma PAPFB heeft een voorziene einddatum van 31 december 2029. Met een looptijd van zes jaar sluit de overeenkomst goed aan op de resterende looptijd van het programma, waarin de implementatie en doorontwikkeling van het CSCB plaatsvindt; De vaste looptijd biedt enerzijds voldoende flexibiliteit om in te spelen op toekomstige ontwikkelingen (zoals organisatorische borging na afloop van het programma), en anderzijds voldoende zekerheid voor een doelmatige uitvoering van de overeenkomst en de realisatie van de volledige CSCB scope, zodat een onnodige nieuwe aanbesteding voorkomen kan worden.
