Award criteria
Criterion:
Type: Price
Description: Lowest price
Category of award weight criterion: Weight (percentage, exact)
Award criterion number: 100
Criterion:
Type: Quality
Description: The procurement is for a framework agreement for bridge maintenance Innlandet and Buskerud 2027-2028. According to loa § 5b, the contracting authority shall take climate and environment into account in all procurements in order to reduce the procurement ́s total climate footprint and environmental impact. In procurements, the contracting authority that weights the award criteria, shall weight climate and environmental considerations with a minimum of thirty percent. If the contracting authority sets the award criteria in prioritised order, climate and environment considerations should be among the three highest prioritised. Award criteria for climate and environment can be replaced or combined with climate and environmental requirements in the requirement specification if this gives a better climate or environmental effect. This shall be justified in the procurement documents. The climate and environmental impact of this procurement is mainly related to: • Materials. Mainly concrete and steel. • Transport of personnel. • Heavy diesel driven vehicles and machines. • Waste management services. From the contracting authority ́s assessment, the minimum requirements set in the contract terms will give a better climate effect by ensuring that the winning tenderer ́s fulfils the climate and environmental requirements which are set which is something that is not sure by weighting equivalently with the award criteria. It is not known at the time of publication which bridges are included in the framework agreement. The work will be carried out on bridges with a very varying location and extent. Bridge works will be carried out in both densely populated areas with good access to infrastructure and charging facilities and in areas with very long transport distances and limited access to charging infrastructure. At the time of publication, it will be unknown how much will be covered by each individual the call-offs, the extent of the work or which conditions will apply. It has been assessed that it would be challenging to prepare realistic and documentable climate and environmental measures such as can be evaluated as the award criteria for all possible future call-offs under the framework agreement. There is also a significant amount of non planned assignments in the framework agreement as a result of unforeseen events on the road network. (the driveway of bridge elements, snow clearing damage, loose joint elements, flood damage etc.) Materials Concrete - The concrete shall fulfil a minimum of low carbon concrete 20 in accordance with Norwegian. Concrete Association Publication no. 37: Low carbon concrete. This concrete is required to be used in all cases where this does not go beyond the structural characteristics of concrete and where this is professionally responsible. See also the requirements for emissions set in the Norwegian Concrete Association publication no. 37 Low carbon concrete from October 2025. By setting requirements on using low carbon concrete where professionally responsible, we ensure the lowest possible emissions. Transport of personnel All light vehicles shall be 90% emission free. Light vehicles means passenger cars (M1/M1G), Light goods van (N1/N1G). Emission free means vehicles that have progress based on fully electric or hydrogen. The above requirements do not apply to the use of vehicles for transport to, from and between work places that not be paid separately. The point is taken care of in chapter C2 Special contract terms, point 34 Vehicle Requirements. Setting the minimum requirements gives a better climate effect by ensuring that the winning tenderer ́s comply with the climate and environmental requirements set which is something that is not certain weighting equivalently with award criteria. Heavy diesel powered vehicles and machines Requirements for vehicles and machines: The contract requires that all diesel driven vehicles are required. and machines that are used in the contract shall, at a minimum, have EURO 6 and STEP 4. approval. See C4 special contract terms for the contract, point 4.3. Absorption agents are required in C2 point 30.9. Waste Management Waste management makes up a very small part of the contract. It mostly involves the delivery of concrete and reinforcement for a certified landfill. As the process is taken care of in C2 Special Contracts provisions point 30.5 and contractors in reality cannot compete on the assessed use of minimum requirements results in a better climate and environmental effect by ensuring that the winning tenderer ́s comply with the climate and environmental requirements set. Conclusion There are mainly very strict requirements for external environments and emissions when performing bridge maintenance through requirements in the tender documentation and regulations that it would not be appropriate to do so as a part of the award criteria. By setting minimum requirements in the contract, we are largely ensured a climate and environmental effect and we therefore consider the climate and environmental gains in this procurement to be better safeguarded through such a requirement position rather than the use of climate and environment as the award criteria.
