Title: Mielenterveys- ja päihdeasumispalvelujen hankinta
Description: Länsi-Uudenmaan hyvinvointialue (myöhemmin myös Tilaaja) pyytää tarjouksia mielenterveys- ja päihdeasumispalvelujen hankintaan. Hankinnan kohteena ovat asumispalvelut ja asumiseen liittyvät palvelut asiakkaille, joilla on päihteiden ongelmakäytöstä tai mielenterveysongelmasta johtuva tuen tarve. Hankinnan kohteena oleva palvelu on kuvattu tarkemmin liitteellä 1 ”Hankinnan kohteen kuvaus”. Kyseessä on julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain 1397/2016 (hankintalain) liitteen E mukainen hankinta, joka mukailee hankintalakia avoimuuden, tasapuolisuuden ja syrjimättömyyden osalta sekä mahdollistaa markkinoilletulon uusille toimijoille. Hankinta toteutetaan dynaamisen toimittajarekisterin kaltaisena menettelynä, joka tarkoittaa hankintayksikön itsensä suunnittelemaa, hankintalain periaatteiden mukaista menettelyä hankinnan kohteena olevien palveluiden hankkimiseen. Toimittajarekisteriin valitaan osallistumishakemusten perustella kaikki palveluntuottajat, jotka täyttävät osallistumispyynnöllä ja sen liitteillä asetetut vaatimukset. Tarkempi kuvaus hankintamenettelystä löytyy liitteestä 1.1 ”Hankintamenettelyn kuvaus”. Hankinnan ennakoitu arvo on 90 miljoonaa euroa laskennalliselle neljälle vuodelle.
