Title: Renouvellement du parc automobile et acquisition de vélos à assistance électrique pour la Ville et le CCAS de Bayonne - Création d'un système d'acquisition dynamique pour l'achat de véhicules neufs et d'occasion ainsi que de vélos à assistance électrique
Description: La présente consultation concerne la création d'un système d'acquisition dynamique (SAD) pour le renouvellement du parc automobile et l'acquisition de vélos à assistance électrique. Ce SAD a pour finalité de recenser et référencer les opérateurs économiques susceptibles de répondre aux besoins des marchés spécifiques. Il permettra à la Ville de Bayonne et à son CCAS d'acheter régulièrement des véhicules neufs ou d'occasion ainsi que des vélos à assistance électrique. Le système est décomposé en 13 catégories de véhicules et vélos, et fonctionnera sur une durée de 8 ans. Les opérateurs économiques pourront candidater à tout moment pendant la durée du SAD, mais seuls ceux ayant déposé leur candidature avant la date limite initiale pourront participer au premier marché spécifique. Les marchés spécifiques seront lancés périodiquement et ce, jusqu'à la date de fin du SAD fixée au 25 octobre 2034 à 23:59. Les opérateurs économique sont donc invités à déposer leurs candidatures sur la plateforme dématérialisée www.marches-publics.info. Pour cela, les opérateurs doivent se référer aux documents initiaux : avis de marché, règlement de la consultation et cahier des clauses administratives. Le pouvoir adjudicateur dispose d'un délai de dix jours ouvrables (pouvant être portés à 15 jours si demande spécifique) pour analyser les candidatures à compter de leur réception. Il informera les opérateurs économiques sur la recevabilité de leurs candidatures sachant qu'en cas de refus, l'opérateur économique aura toujours la possibilité de représenter sa candidature. Les opérateurs économiques ainsi référencés se verront transmettre les pièces des marchés spécifiques accompagnées d'une lettre de consultation qui expliquera la procédure à suivre. Les candidats sont invités à lire attentivement le règlement de la consultation qui explique la procédure. Les opérateurs peuvent candidater pendant toute la durée du SAD. ATTENTION : Le premier marché spécifique sera ouvert qu'aux candidats ayant déposé leur candidature avant la date limite de remise initiale des candidatures fixée au lundi 26 novembre 2026 à 15:00
