Justification for the duration of the framework agreement: De raamovereenkomst wordt aangegaan voor een periode van zes (6) jaar. De gemeente kiest bewust voor deze langere looptijd vanwege de gewenste intensieve en structurele samenwerking met de opdrachtnemer. De gemeente zoekt niet uitsluitend een leverancier van voedingsmiddelen, maar een samenwerkingspartner die het bodeteam gedurende de looptijd actief adviseert over het product- en assortiment, menukeuzes en nieuwe ontwikkelingen. Daarnaast wordt waarde gehecht aan kennisdeling, bijvoorbeeld in de vorm van scholing, workshops of andere vormen van ondersteuning. Een dergelijke samenwerking vraagt om het opbouwen van kennis over het werkcafé, het bodeteam en de behoeften van de organisatie. Een looptijd van zes jaar biedt de mogelijkheid om deze samenwerking op te bouwen, gezamenlijk verbeteringen door te voeren en deze gedurende de looptijd verder te ontwikkelen en te optimaliseren. Daarnaast wil de gemeente samen met de opdrachtnemer onderzoeken of het bestel- en leverproces efficiënter kan worden ingericht, bijvoorbeeld door bestellingen en leveringen waar mogelijk te bundelen. Dit kan bijdragen aan een efficiëntere bedrijfsvoering en het beperken van transportbewegingen en CO₂-uitstoot. De gemeente acht een looptijd van zes jaar daarom passend om de gewenste samenwerking en verbeteringen daadwerkelijk te implementeren, te borgen en verder te ontwikkelen.
