prepare and to complete an EU-wide tendering procedure for the re-awarding of a contract for the consultancy services of an IT architect. The services to be provided are necessary for the services of general interest (“Daseinsvorsorgeaufgaben”) of a TSO (the operation of an electricity network). The operation of an electricity network also includes the implementation of a tool (CSV tool) for the cost sharing process to validate the calculation results (costs and revenues allocated to the TSO).

Since the implementation of the tool must be completed by a strict deadline set by the authorities and delays must be expected for a period of six months if the consulting services of an IT architect are not provided (since the project basically has to be stopped), the services are urgently needed in order not to jeopardize the success of the project and to avoid impairing the associated services of general interest.

A competition for these services is also out of the question: although it is possible in principle to replace the IT architect with previously uninvolved persons, this would make absolutely no sense. The processes, systems and formats affected by the project are completely new in Europe and worldwide, so that the new personnel would have to be trained for a longer period of time in the ongoing project – and would have to be replaced after the procurement procedure has been completed (approximately in June 2025). Replacing the IT architect could therefore significantly affect the progress of the entire CSV project, which would entail major financial, scheduling and implementation risks.

Against this background, the extension of the contract with the IT architect until the end of the procurement procedure in June 2025 is justified, on the one hand, as a permissible contract extension in accordance with Article 89 (1) (b) Directive 2014/25/EU and, on the other hand, as an interim award in accordance with Article 50 (d) Directive 2014/25/EU.</cbc:ProcessReason></cac:ProcessJustification></cac:TenderingProcess><cac:ProcurementProject><cbc:ID schemeName="InternalID">T120843</cbc:ID><cbc:Name languageID="ENG">CSV - IT Infrastructure Expert</cbc:Name><cbc:Description languageID="ENG">TenneT is developing a tool to partially automate the validation process for redispatching and countertrading (RDCT) cost sharing. Originally planned for mid-2024, the cost-sharing process, covering the CCR Core (16 TSOs across 13 countries) with an estimated annual volume exceeding €5 billion, has been delayed to 2027 due to implementation challenges.

This process foresees local validation of central RDCT cost-sharing outcomes. TenneT, in collaboration with German TSOs (50Hertz, Amprion, and TransnetBW), has developed a validation concept and, together with the consortium of vendors, is building a system for partially automated cost sharing validation, monitoring and assessment. Automation will expand post-go-live based on experience and data.

Delays in the central CorNet and ROSC/CS projects directly impact TenneT’s CSV project, necessitating extended timelines and stable project delivery.
