Le système d'acquisition dynamique permet de présélectionner un ou plusieurs opérateurs économiques selon les conditions définies aux articles L2125-1, R2121-8, R2162-37 à R2162-51 du Code de la commande publique. Les modalités de remise en concurrence des opérateurs économiques admis au SAD pour l’attribution des marchés spécifiques sont détaillées dans le présent document. Seuls les candidats ayant été admis dans le système d’acquisition dynamique ont vocation à être mis en concurrence dans le cadre de l’attribution des marchés spécifiques pour les catégories auxquelles ils ont candidaté. Les candidats peuvent déposer une offre uniquement dans le cadre où ils ont été sollicités par l’acheteur pour répondre à un marché spécifique. Toute offre déposée par un candidat en dehors d’une réponse à un marché spécifique pour lequel il aurait été sollicité par l’acheteur sera automatiquement rejetée. A la survenance du besoin de l’acheteur public pour chaque catégorie concernée, un marché spécifique est émis sous la forme d’un bon de commande, transmis par voie électronique via la plateforme de dématérialisation des marchés publics DACO ACHATS, à tous les opérateurs économiques admis au SAD dans la catégorie concernée au moment de l’émission du marché spécifique. Les candidats admis dans le SAD sont invités à remettre une offre en réponse au marché spécifique. La remise des offres aux marchés spécifiques est effectuée sur la plateforme en accès restreint ou sur tout autre canal de dépôt choisi par l'acheteur. Seuls les candidats admis au SAD au stade de l’émission du marché spécifique reçoivent un bon de commande qui détaille le besoin exprimé par l’acheteur. Les candidats remettent un devis en réponse au marché spécifique qui sera analysé selon les critères d'analyse des offres définis au présent Réglement de la Consultation.
