Title: Reparatii si intretinere strazi in Municipiul Baia Mare
Description: „Reparatii si intretinere strazi in Municipiul Baia Mare”. Activitatile de reparatii cuprind: Organizarea unei activitati permanente de supraveghere operativa a retelei stradale care sa identifice toate punctele in care traficul este stanjenit sau intrerupt de deteriorarile tehnice in suprafata carosabila, capace lipsa, avarii ale retelelor edilitare, lucrari de reparatii sau inlocuirea acestora, etc. In urma constatarilor, executantul va lua masuri de efectuare a remedierilor (conform contractului), precum si sesizarea detinatorilor de retele pentru a-si pune la punct avariile si lucrarile pe cheltuiala lor. In vederea impunerii beneficiarilor de retele a executiei si/sau costului lucrarilor necesare, executantul va primi o imputernicire oficiala de de la achizitor si sprijin logistic in a-i obliga pe detinatorul de retele sa suporte costurile respective. Activitatile de intretinere presupun: Verificarea starii carosabilului iar in momentul in care apar obstacole de natura periclitarii circulatiei, ele vor fi semnalizate corespunzator si inlaturate de indata de pe carosabil, trotuare, alei, parcari etc. Activitatea de verificare este strans legata de activitatea de reparatii si intretinere si se realizeaza in interiorul fiecarui contract subsecvent incheiat. Activitatea de intretinere nu presupune un contract de concesiune/administrare a strazilor, ci este o activitate de supraveghere si monitorizare a retelei stradale aflata pe strazile publice si semnalizarea defectelor aparute. Ea se desfasoara in limita lucrarilor cuprinse in contractele subsecvente, cum ar fi: organizarea fronturilor de lucru, semnalizarea corespunzatoare a lucrarilor si adoptarea restrictiilor de circulatie necesare desfasurarii traficului in conditii de siguranta pe toata durata executiei lucrarilor. Activitatea de reparatii si intretinere cuprind: Asigurarea de conditii optime de circulatie pentru tot traficul din cartierele Municipiului Baia Mare. Reparatiile si intretinerea parcarilor si acceselor auto, refacerea integritatii structurii rutiere carosabile si pietonale degradate, facilitatea circulatiei pietonale pe trotuare, dirijarea si evacuarea apelor pluviale de pe structurile rutiere si unde este necesar, mici reparatii la canalizarea pluviala. Operatiunile de reparatii (a fisurilor, crapaturilor, suprafete deteriorate, etc), vor mentine planeitatile si capacitatile portante actuale, asa cum sunt prevaze in Caietele de sarcini ale Acordului cadru, prin decolmatari, emulsionari, decapari, reparatii ale imbracamintelor, covoare, tratamente, care vor include si evacuarea materialelor rezultate ca urmare a lucrarilor de intretinere si reparatii; Lucrarile acordului cadru vor fi realizate intr-o perioada de 4 ani calendaristici prin cadrul unui numar nelimitat de contracte subsecvente. Estimarile cantitatilor minime si maxime ale Acordului cadru cat si ale Contractului subsecvent se afla anexate la Caietele de sarcini prin urmatoarele documente din cadrul Documentatiei de atribuire: 12. Estimare cantitati_Acord cadru Maxim_01.08.2021 (pag.365-pag.444); 13. Estimare cantitati_Acord cadru Minim_01.08.2021 (pag.445-pag.524); 14. Estimare valori_Contract Subsecvent Maxim_01.08.2021 (pag.525-pag.604) si 15. Estimare valori_Contract Subsecvent Minim_01.08.2021 (pag.605-pag.683); Conform Art. 160 alin. (2) din Legea nr. 98/2016 privind achizitiile publice, coroborat cu prevederile Art. 24 alin. (3) si Art. 55 alin. (1) din HG nr. 395/2016, autoritatea contractanta va raspunde la solicitarile de clarificari cu 10 zile calendaristice inainte de data stabilita pentru depunerea ofertelor (daca acestea au fost primite cu cel putin 20 zile calendaristice inainte de data stabilita pentru depunerea ofertelor).
