Het DAS faciliteert de inhuur van de functies voor de projectorganisatie gedurende de looptijd van het nieuwbouwprogramma en zorgt ervoor dat nieuwe aanbieders op elk moment kunnen toetreden, mits zij voldoen aan de gestelde toelatingseisen.
