Tenders or requests to participate may be submitted by a group of economic operators who will not be required to adopt a particular legal form prior to the award of the contract. A letter of consent between the members of the group should be included in the request to participate and all the information required under the contract notice should be provided for each member of the group. In the case of a joint tender, all members of the group assume joint and several liability to-wards the Contracting Party for the performance of the contract as a whole, i.e. both financial and operational liability. The operators forming a group must designate one of them as a single point of contact (SPOC) towards the Contracting Party for the administrative, financial and operational management of the contract. Furthermore, the operators forming a group should provide information on the role of each member of the group. Descripción del criterio de selección: The candidate must have the necessary economic and financial standing to perform the contract. 1) Proof of the candidate's economic and financial standing may be furnished by one or more of the following references: - the presentation of financial statements or extracts from the financial statements, where publication of financial statements is required under the law of the country in which the economic operator is established; - a statement of the economic operator's overall turnover of the last three financial years available, depending on the date on which the undertaking was set up or the economic operator started trading.

Descripción del criterio de selección: The candidate must have an average yearly turnover of at least EUR 6M. This criterion applies to the candidate as a whole, i.e. through the combined capacity of all members of the group in case of a group of economic operators.

Descripción del criterio de selección: The following financial ratio’s shall be met: • Current ratio (i.e. current assets divided by current liabilities) must be above 1.0; • Solvency ratio (i.e. equity divided by total assets) must be above 20%. Descripción del criterio de selección: The candidate shall provide all relevant technical information demonstrating sufficient experience and expertise in the supply of a recompression skid for the reinjection of natural gas from a low-pressure network (4.9 barg < P < 15 barg, depending on the network) into a high-pressure natural gas network (15 barg < P < 84 barg). The required scope is a turnkey solution, including design, engineering, fabrication, delivery, installation, commissioning, and start-up. Integration within Fluxys installations shall be carried out in close cooperation with Fluxys. Any subcontractors or suppliers of sub-packages shall be clearly identified. To demonstrate proven experience, the candidate shall provide a list of references for projects carried out during the last five years that are similar in nature and scope. A minimum of three (3) references shall be submitted. For each reference, the candidate shall provide: - Contract value; - Date of execution; - Client name; - Place of execution; - Indication whether the project was public or private; - Relevant technical information, including the general design principle, a brief description of the process, flow and pressure ranges, and battery limits. Failure to provide the required references will result in exclusion from the procedure.

Descripción del criterio de selección: Lifecycle Assurance - The candidate shall provide sufficient technical information demonstrating proven experience and capability to support the proposed scope of supply throughout its lifecycle. Evidence shall be provided of: - Technical support capabilities within Europe; - Spare parts supply capabilities within Europe, preferably supported by a dealership network in North-West Europe. The candidate shall provide a written commitment guaranteeing the availability of all spare parts for a minimum period of ten (10) years. In addition, the candidate shall provide evidence of its European technical support organization and confirm its ability to supply spare parts within Europe. An organizational chart of the support structure shall be included, clearly identifying after-sales services, European offices, and/or dealerships in Western Europe. Failure to meet these requirements will result in exclusion from the procedure.
