Justificación del procedimiento acelerado: Die Angebotsfrist soll gemäß § 15 Abs. 3 VgV auf 15 Kalendertage, gerechnet ab dem Tag nach Absendung der Auftragsbekanntmachung, verkürzt werden. Die hierfür erforderliche, nach objektiven Gesichtspunkten zu beurteilende und hinreichend begründete Dringlichkeit liegt vor. Sie beruht insbesondere auf der jüngsten konkreten Eskalation der Angriffe auf die ukrainische Energieinfrastruktur und den daraus entstehenden kurzfristigen und standortbezogenen Versorgungsbedarfen. Zeitpunkt, Zielrichtung und Umfang der konkreten Angriffe Ende August und Anfang September 2026 sowie deren kumulative Auswirkungen auf die Versorgungslage unmittelbar vor der Heizperiode waren nicht vorhersehbar.
