For the purpose of this procurement procedure, a reference is defined as a contractual relationship between the tenderer and a client covering services which are comparable to the services which are subject of the tendered contract. By the means of references, it has to be made proof of the following (minimum requirements): LOT 1 Each of the following criteria has to be met through at least one reference (exclusion criteria): 1. The tenderer must demonstrate experience in project work in a multilingual and international environment (at least 2 languages and at least 2 countries). 2. The tenderer must demonstrate experience in in project work with a political dimension (i.e. publicly funded projects). 3. The tenderer must demonstrate experience in working with secondary schools in all countries that are targeted by the project. LOT 2 Each of the following criteria has to be met through at least one reference (exclusion criteria): 1. The tenderer must demonstrate experience in project work with a focus on youth education and/or gender equality and/or policy/NGO-related contexts.
