Belangrijkste wijzigingen:
- Borgtocht werd teruggebracht naar 5%
- Vermelding deadlines + bijbehorende vertragingsboetes
- Vervanging voorwaardelijk uit te voeren post door een vereiste optie.  Deze optie wordt ook meegenomen in de prijsbeoordeling
- Schaal puntentoekenning werd aangepast;
