<cbc:Description languageID="ENG">The procurement will be made in accordance with the Public Procurement Act of 17 June 2016 no. 73 and the Public Procurement Regulations (procurement regulation) dated 12 August 2016 no. 974, part I and III (above the EEA threshold value).

The procurement procedure is a tender procedure with negotiations, c.f. procurement regulations § 13-1 (2) cf. § 13-2 c. Rules for the actual implementation of the negotiations follow in the regulations § 23-7.

The contracting authority reserves the right to carry out the negotiations in several phases and reduce the number of tenders that are being negotiated. A first reduction can take place ahead of the negotiations. Any reduction will occur based on the award criteria.

All sides of the submitted tenders can be negotiated. Please note that negotiations on award criteria and absolute requirements are not allowed.

The contracting authority reserves the right to select the format of the negotiations during the execution and vary these according to need. This suggests that negotiations can be carried out both in writing and orally, including through physical meetings, telephone, video meetings, e-mails, KGV deliveries etc.

The negotiations conclude by setting a joint deadline for all remaining tenderers to submit a final tender, cf. anskaffelsesforskriften (The Public Procurement Regulations) § 23-7 (4). Negotiations cannot be made on the final tenders.

Following the negotiations and any updated tenders, the final evaluation of the remaining tenders will be made and the contract will be awarded.</cbc:Description>

A concrete assessment has been made for this procurement regarding the use of the exclusion provision, cf. anskaffelsesforskriften (procurement regulations) § 7-9 (4) s, see point 2.3 for this evaluation.

The total maximum award criteria weighting is 100%. The price criteria will be weighted between 40/50% depending on what gives the best result for the contracting authority, in accordance with the quality criteria. Equivalently, the quality criteria will be weighted 50/60% depending on what gives the best result for the contracting authority, compared with the price criteria. The tenders will be evaluated in accordance with the evaluation model "Pricing for non fulfilment of quality". The evaluation will, in the evaluation model, use the final percentage weight for the award criteria price and quality, based on the Contracting Authority ́s assessment of which weighting will give the best result in the best balance between price and quality.

- Map plots, with echo sounder, touch screen 12 in, network compatible
o The offered guarantees for repairs and newly purchased materials installed in the boats by the supplier or the tenderer's sub-supplier.

Annex 4 - price and price terms

The evaluated price calculation will assume that each price item occurs once - i.e. for all the price items listed in the left column. The total sum for all boat categories, hourly rates and trolley will be added together as part of the evaluated price.

The evaluation of the offered discount (on the supplier ́s sales price) for other products that are not in the "shopping bag", will form the basis for the procurement of products with a value of NOK 350,000 (for evaluation purposes only), for which this discount applies. Tenderers must be able to present documentation of the current sales price at the time of the tender offer.

Guarantees will be evaluated based on how long the guarantee lasts and in regards to (new engine/new navigation platform/repaired engine with components for which there is a guarantee). Tenderers must state the financial savings that the guarantee provides and document this. The stated value of the guarantee will be deducted from the total cost of the evaluated price in the evaluation.

The tenders will be evaluated based on the offered prices, cf. Annex 4 price and price terms. The evaluation of the price will emphasise the offered unit prices as described in the table above.

If guarantees are given for repairs and newly purchased materials installed in the boats by the tenderer or the tenderer ́s sub-supplier, this will count positively in the evaluation of the price criteria.</cbc:Description>

Sub-criteria
o Price per boat category for respectively
- Price winter edition
- Price storage outside the winter season, per week, per month and for a longer period.
- Winter service/preservation.
- Engine service/driven service
- Main service
- Landing without hull coating.
- Landing with hull coating.
o Hourly rates

- Fender, height 610 mm
- Rope, mooring line, 3 beaten, polyester, ready splice, 14 mm, 6 m length
- Rope, mooring line, 3 beaten, polyester, ready splice, 14 mm, 20 m length

<cbc:Description languageID="ENG">The objective of the procurement is to enter into a contract for the delivery of service, maintenance, repairs and storage of boats belonging to the Oslo Police District (OPD) and the Police Security Service (PST), hereafter called the Contracting Authority. The contract shall include any procurement of materials connected to the boats and the service.

The number of boats that the Contracting Authority has can decrease and increase during the agreement period. As a result, the Contracting Authority cannot commit to a minimum consumption/purchases on the contract. The contract shall apply to the boats that the Contracting Authority has at all times, but does not obligate the Contracting Authority to exclusively use the chosen tenderer. The sub-contracts included in this procurement are non-exclusive.

The procurement is divided into four sub-contracts. Tenderers can submit tenders for one, several or all sub-contracts. All boats within one sub-category shall be included in each respective sub-contract. The contracting authority does not have a limited number of sub-contracts that can be awarded to one tenderer. The contracting authority reserves the right to award one, several or all sub-contracts to the same tenderer, if the total tender from this tenderer overall fulfils the award criteria better, cf. anskaffelsesforskriften (The Public Procurement Regulations) § 19-4 fifth section. The contracting authority reserves the right to award one or more sub-contracts, although not all sub-contracts can be awarded.</cbc:Description>

The evaluation will, in the evaluation model, use the final percentage weight for the award criteria price and quality, based on the Contracting Authority ́s assessment of which weighting will give the best result in the best balance between price and quality.

o The offered guarantees for repairs and newly purchased materials installed in the boats by the supplier or the tenderer's sub-supplier.

<cbc:Description languageID="ENG">The contracting authority will award the contract to the tender with the best balance between price and quality.

Sub-criteria
o Competence of the tenderer ́s offered resources through submitted CVs, including education, certifications and experience etc. High competence and/or documented long experience with work on equivalent boats will count positively in the evaluation.
o Response time for the execution of a planned edition, service, maintenance and repair at the tenderer ́s location.
o Response time if service needs etc. occur unexpectedly and elsewhere than the tenderer ́s location.
o Response time by telephone with the possibility for technical assistance over the telephone (stand-by telephone), cf. Annex 1 point 5.1, requirement 6.
o Response time for urgent cases.
o Available elsewhere in the country (e.g. cooperating workshops, see Annex 1 Requirement Specifications point 5.1 requirement no. 4. It will count positively in the evaluation to have several collaboration partners spread around the country.
o If a tenderer submits tenders for several boat categories, this will count positively.

Responses to relevant points in the KGV / Annex 1 - requirement specifications.

The quality award criteria is divided into several sub-criteria.
The tenders that meet the minimum requirements in annex 1 will be evaluated based on the tenderer ́s written tender and in line with the requested documentation. An overall assessment will be made on how the tender meets the contracting authority ́s needs.
The sub-criteria listed below are not ranked or weighted, but competence will, in an overall assessment, be decisive if the evaluation gives the same result for two or more tenderers.
