(RMI). The RMI currently operates a network of 5 (ALC, without polarization technology), most of which are more than 10 years old and need to be gradually replaced. Over the last five years, an increase in the intensity and frequency of atmospheric episodes transporting sand from the Sahara to Belgium has been observed, as well as an increase in the frequency of smoke plumes reaching Belgium originating from forest fires in the northern hemisphere. The presence of these aerosol plumes at high altitudes can sometimes affect air quality at ground level. The identification and characterization of these aerosol plumes at altitude (using polarization technology) is therefore crucial to quickly meet the expectations of RMI partners concerned with air quality. The objectives of RMI are: - to measure the height of the cloud base. - to determine the height of the mixing layer (a key parameter in predicting air quality) from the attenuated backscatter signal. - to identify liquid and ice clouds and the type of aerosol plumes. The ALC must be operational 24 hours a day, 7 days a week.

The evaluation of tenders under the price criterion will be based on the total price including VAT.
The award criterion applicable to this public contract is therefore the following single criterion:

Price	100%

A maximum of 100 points can therefore be awarded to an offer. </cbc:Description></cac:SubordinateAwardingCriterion></cac:AwardingCriterion></cac:AwardingTerms><cac:TenderRecipientParty><cbc:EndpointID>https://www.publicprocurement.be/supplier/enterprises/0/tendering-workspaces/publication-workspace-detail/a5ad8312-ef85-4843-8f1b-54f150703ffc/general</cbc:EndpointID></cac:TenderRecipientParty><cac:AppealTerms><cac:AppealReceiverParty><cac:PartyIdentification><cbc:ID schemeName="organization">ORG-0003</cbc:ID></cac:PartyIdentification></cac:AppealReceiverParty></cac:AppealTerms><cac:Language><cbc:ID>NLD</cbc:ID></cac:Language><cac:Language><cbc:ID>FRA</cbc:ID></cac:Language><cac:Language><cbc:ID>ENG</cbc:ID></cac:Language><cac:PostAwardProcess><cbc:ElectronicOrderUsageIndicator>false</cbc:ElectronicOrderUsageIndicator><cbc:ElectronicPaymentUsageIndicator>false</cbc:ElectronicPaymentUsageIndicator></cac:PostAwardProcess></cac:TenderingTerms><cac:TenderingProcess><cbc:SubmissionMethodCode listName="esubmission">required</cbc:SubmissionMethodCode><cbc:GovernmentAgreementConstraintIndicator>true</cbc:GovernmentAgreementConstraintIndicator><cbc:AccessToolsURI>https://www.publicprocurement.be/publication-workspaces/a5ad8312-ef85-4843-8f1b-54f150703ffc/forum</cbc:AccessToolsURI><cac:TenderSubmissionDeadlinePeriod><cbc:EndDate>2024-09-03+02:00</cbc:EndDate><cbc:EndTime>14:00:00+02:00</cbc:EndTime></cac:TenderSubmissionDeadlinePeriod><cac:AuctionTerms><cbc:AuctionConstraintIndicator>false</cbc:AuctionConstraintIndicator></cac:AuctionTerms><cac:ContractingSystem><cbc:ContractingSystemTypeCode listName="framework-agreement">none</cbc:ContractingSystemTypeCode></cac:ContractingSystem><cac:ContractingSystem><cbc:ContractingSystemTypeCode listName="dps-usage">none</cbc:ContractingSystemTypeCode></cac:ContractingSystem></cac:TenderingProcess><cac:ProcurementProject><cbc:ID schemeName="InternalID">1</cbc:ID><cbc:Name languageID="NLD">LIDAR-2024</cbc:Name><cbc:Name languageID="FRA">LIDAR-2024</cbc:Name><cbc:Name languageID="ENG">LIDAR-2024</cbc:Name><cbc:Description languageID="FRA">Le présent marché porte sur la fourniture d’un profileur atmosphérique (Automatic LIDAR Ceilometer, ALC) capable de détecter et d’identifier la nature de la base des nuages (liquides/solides) ainsi que les panaches d'aérosols au moyen de la technologie LIDAR avec polarisation à partir du sol pour l'Institut Royal Météorologique de Belgique (IRM).
