<cbc:Description languageID="ENG">The Serbia Municipal Infrastructure Resilience (SMIR) Project is to contribute to the improvement of the living conditions of approximately 550,000 inhabitants in Serbia, securing adequate water supply services after project completion.
A loan agreement for up to 40 million EUR, was signed between the Republic of Serbia and the EIB. In addition, the EIB will contribute 10 million EUR via an investment grant. Investment costs within the Project will also be co-financed from the Republic of Serbia budget and local self-government funds. 20 municipalities have currently been shortlisted by MfPI for financing within the Project.
The services to be procured comprise site supervision of the construction works to be implemented within the scope of the Project, as well as updates of design documentation.
Supervision of works will be related to construction of water supply facilities under applicable construction legislation of the Republic of Serbia. Construction works include construction and reconstruction of supply and distribution pipelines, water tanks, water treatment plants, measuring points and installation of the SCADA systems. Participating local self-governments (cities and municipalities), jointly with the MfPI, will act as contracting authorities for works. The respective procurements of works will be governed by open national procedures as per the Serbian Public Procurement Law (PPL) and applicable bylaws. Works will be contracted on a unit price basis, and the contract forms will comply with the PPL and the applicable regulations of the Republic of Serbia.
The service contract for Supervision of Works will be based on the FIDIC Client/Consultant Model Services Agreement (FIDIC White Book, Fifth Edition 2017), published by International Federation of Consulting Engineers (Fédération Internationale des Ingénieurs-Conseils – FIDIC). The Consultant’s activities are to be carried out in such a manner to provide a smooth and efficient management and implementation of the Project, efficient use of the EIB loan, fulfilling Client’s obligations set up in the Finance Contract signed with the EIB, and strengthening of the institutions involved in this project.
Consulting services will be provided within a number of participating municipalities across the Republic of Serbia, currently including: Žagubica, Bojevac, Ćuprija, Knić, Rača, Šabac, Vršac, Trstenik, Užice Kragujevac, Apatin, Mali Zvornik, Bela Palanka, Prokuplje, Kula, Vladičin Han, Vranje, Lapovo, Lajkovac, and Bečej. The list of municipalities shall be considered indicative and can change depending on fulfilment of conditions for the participation in this Project.
The consulting services shall be headquartered in Belgrade for the entire duration of the Project. The Consultant is expected to have substantial presence across a number of construction sites in the Republic of Serbia where the Works Contracts for Subprojects are implemented.

<cbc:Note languageID="ENG">The Serbia Municipal Infrastructure Resilience (SMIR) Project is to contribute to the improvement of the living conditions of approximately 550,000 inhabitants in Serbia, securing adequate water supply services after project completion.
