Stockholm University, following negotiated procedure without/with prior publication and this VEAT, intends to enter into an agreement with BlueScientific Ltd.

The only instrument that fulfills the requirements are produced by Bruker AXS GmbH, represented exclusively in Sweden by BlueScientific Ltd.

This announcement of voluntary ex ante transparency will be followed by a stand still period of 10 days. Contract will be signed no earlier than 10 days from the day the notice of voluntary ex ante transparency is published.

Justification for the choice of the negotiated procedure without prior publication of a contract notice in the OJEU, in accordance with Directive 2014/24/EU.

Requirements:

1) X-ray source must be air-cooled and deliver a high intensity beam of Mo K-alpha X-ray of intensity greater than 3.0 x 109 cps/mm2.

2) X-ray detector must:

(a) be photon counting with a DQE for Mo K-alpha greater than 90 %,

(b) have a large active area greater than 14,000 mm2 to ensure efficient collection of reflections,

(c) be completely free of charge sharing noise to ensure the most accurate reflection intensity measurements are recorded. This results in the highest quality data and most accurate molecular structures.

3) X-ray safety enclosure must be delivered with X-ray safety interlocks and a warning lamp for the OHCD and be fully compliant with CE X-ray safety standards. The X-ray safety enclosure must have minimum internal dimensions of at least 135 cm wide and 110 cm deep to enable installation of OHCD components and associated controllers.

4) The supplier must have a demonstrated proven track record of successfully integrated OHCD with single crystal diffractometers in multiple reference locations (minimum five installations as proof of performance).

Furthermore, delivery of the diffractometer system must occur no later than 3 August 2020 due to urgent timing requirements of a critical research project.
