The Swedish Maritime Administration (SMA) announces a planned procurement for a framework agreement regarding hydrographic surveys in the Swedish sea areas 2017-2018. Based on the framework contract, SMA plans to sign several contracts covering specific areas to be surveyed 2017 and 2018. The areas to be surveyed will be located in the Swedish Exclusive Economic Zone (i.e. outside of the Swedish territorial waters).
Together with surveys conducted by SMA, the contracted surveys will constitute the survey programme conducted under the project FAMOS Odin (2015-EU-TM-0132-M;
http://www.famosproject.eu/). The project comprises a total area of approx. 19 500 km
2 for the Swedish part of the project, including all surveys carried out by contractors and by SMA. The surveys shall be carried out according to SMAs specifications, which are based on the FSIS-44 standard (the common Swedish-Finnish implementation of IHO standard S-44). The surveys shall be carried out with a calibrated, hull-mounted high-frequency multibeam echosounder system.
The planned minimum value for all contracts under the framework agreement is 17.18 MSEK.
Bidders for the framework agreement will be asked for a fixed price for one day (24 hours) of surveying operations (daily rate) with a specific vessel according to SMAs specifications. In the subsequent contract award procedures (requests for quotation on framework), all suppliers under the framework agreement will be asked for their respective maximum number of days to survey a specific area. The most economically advantageous bid (usually daily rate times maximum days) will be offered the contract for this specific area.
The contracts will also include bathymetric data processing, quality control and delivery of raw and processed/flagged data as well as metadata and survey reports. A successful additional quality control by SMA will be precondition for the acceptance of the deliveries.
SMA will present the planned framework agreement as well as the survey plans for the FAMOS Odin project 2017-2018 at a seminar in connection to the HYDRO 2016 conference in Warnemünde (Germany) on 9 November 2016 at 14:00.
