Myfab – Uppsala at Department of Materials science and engineering
at The Ångström Laboratory intend to purchase service contract for
the existing Electron Beam Lithograph (EBL).
NanoBeam Ltd. nB5 EBL, PL37, can either be used directly to expose
a polymer, but more frequently occurring, the developed polymer is
used to transfer the pattern to an underlying material with etching, wet
or dry, or to locally protect the surface from later deposition in a so-
called lift-off process. Patterning can be done with line widths below
10 nm over 200 mm substrate.
The machine is used by several user groups within The Ångström
laboratory with research in areas such as protein and DNA sensors,
magnetic basic research, spintronics, microfluidics, and graphene
functionalisation. At an estimate, the total funding for research
projects dependant of the machine exceeds 100 MSEK. In addition, it
has been used by companies for microfluidics and super capacitor
applications, with fees that generate income that help financing the
running costs.
The EBL nB5 from Nanobeam Ltd was installed in 2014 and
approved in 2015 with five years warranty, which included service.
After the end of the warranty period in spring 2020, the machine has
not been serviced. Until now, the machine is still operatable, but the
downtime is increasing. It is anticipated that it soon will stop working
without service.
NanoBeam Ltd is the only company that can deliver the service for
their own equipment This gives cause to a negotiated purchasing
without previous advertisement according to the act relating to Public
Procurement Act, Lagen om offentlig upphandling, LOU, 2016:1145,
chapter 6, 14§ 2.
Uppsala University therefore intends, in this procurement case, to
implement an announcement of a voluntary prior inspection (frivillig
förhandsinsyn) according to Lagen om offentlig upphandling, LOU,
2016:1145, chapter 19, 13§.
