Beskrivning: Surveillance of AMR in the EU is mandated to follow case definitions laid out in Commission Implementing Decisions. The respective definitions for AMR refer to European Committee on Antimicrobial Susceptibility Testing (EUCAST) clinical breakpoints and epidemiological cutoffs. Therefore EU Members States must report AST data for ECDC surveillance networks using EUCAST validated methods and interpretation of test results with EUCAST breakpoints. The respective EUCAST guidance and breakpoints need to be updated continously, for example to include new antibiotic substances and new evidence regarding resistance mechanisms. The quality of ECDC surveillance of AMR is dependent on EUCAST being able to update relevant information continously. EUCAST is a non-profit organisation located at the European Society for Clinical Microbiology and Infectious Diseases (ESCMID) and is unique as no other organisation has the respective mandate and could provide similar services to ECDC. ECDC has supported the EUCAST work to ensure that breakpoints and testing guidance are updated for pathogens under ECDC surveillance since 2017 and most recently under FWC/ECDC/2020/005. The purpose of this procurement is to continue to secure EUCAST services including continued determination and validation of breakpoints for minimum inhibitory concentrations and disk diffusion, determination and revision of ECOFFs, coordination and provision of guidance, dissemination of respective outputs and related training for key pathogens under ECDC surveillance.

Annan motivering: The use of an exceptional negotiated procedure (negotiated procedure without prior publication of a contract notice) is justified according to the point 11.1 b) of the Annex I to the financial regulations (FR): 11.1. Where the contracting authority uses the negotiated procedure without prior publication of a contract notice, it shall comply with the arrangements on negotiation set out in Article 164(4) and in point 6.5. The contracting authority may use the negotiated procedure without prior publication of a contract notice, regardless of the estimated value of the contract, in the following cases: (b) where the works, supplies or services can only be provided by a single economic operator under the conditions set out in point 11.3 and for any of the following reasons: (i) the aim of the procurement is the creation or acquisition of a unique work of art or an artistic performance; (ii) competition is absent for technical reasons; (iii) the protection of exclusive rights, including intellectual property rights, must be ensured; In this call, the competition is absent because surveillance of AMR in the EU is mandated to follow case definitions laid out in COMMISSION IMPLEMENTING DECISION (EU) 2018/945 of 22 June 2018 on the communicable diseases and related special health issues to be covered by epidemiological surveillance. The respective definitions for AMR refer to European Committee on Antimicrobial Susceptibility Testing (EUCAST) clinical breakpoints and epidemiological cutoffs. Therefore EU Members States must report AST data for ECDC surveillance networks using EUCAST validated methods and interpretation of test results with EUCAST breakpoints. EUCAST is operating under the non-profit organisation European Society for Clinical Microbiology and Infectious Diseases (ESCMID) and is unique as no other organisation has the respective mandate and could provide similar services to ECDC. ECDC has supported the EUCAST work to ensure that breakpoints and testing guidance are updated for pathogens under ECDC surveillance since 2017 and most recently under FWC/ECDC/2020/005. The purpose of this procurement is to continue to secure EUCAST services including continued determination and validation of breakpoints for minimum inhibitory concentrations and disk diffusion, determination and revision of ECOFFs, coordination and provision of guidance, dissemination of respective outputs and related training for key pathogens under ECDC surveillance. Therefore, the required services can be provided only by ESCMID in its capacity of hosting EUCAST and cannot be provided by any different economic operator.
