The subject matter of this public contract is modernisation of contracting authority’s facilities and equipment through the purchase of a modern petascale supercomputer system EURO_IT4I Supercomputer. The subject matter of the contract is a comprehensive system for complex calculations, i.e. set of computing, storage, network and other systems and software solution. The solution will use modern technologies and will provide efficient and available services.

The solution will use modern technologies and will provide efficient and available services. The contracting authority expects the use of components of the most recent technology generations and newly launched technologies and their comprehensive interlinkage for provision of advanced services. The contract involves the implementation of the solution, integration in the contracting authority’s infrastructure, training, provision of support, maintenance and other services.

Section III: Legal, economic, financial and technical information
The meeting of the professional qualification under Section 77 is proved by a participant in the procurement procedure by submission of a copy of an extract from the Register of Companies, if it is recorded in the register, or extract from another similar register, if not recorded in the Register of Companies.
Section IV: Procedure
There will be no opening of tender envelopes as the tenders will be received only in the electronic form.
Section VI: Complementary information
The estimated value of the procurement has been determined in euros at the value EUR 14 855 000. According to technical issues with the Czech Tender Electronic Daily, the estimated value has been converted from EUR to CZK using the exchange rate of the Czech National Bank (exchange rate on the date of sending a contract notice for publication).
The estimated value is additionally determined as a fixed price for purposes of assessment for details refer to Article 13 of the procurement documents.
Lodging objections in due course and in good time is conditional for filing a petition to review practices of the contracting entity in the same matter. The objections shall be filled with respect to time limits and in manner referred to sec. 241 et seq. of the Act no. 134/2016 Coll, on Public Procurement (hereinafter referred to as „the Act”).
The contracting authority shall send its decision regarding the objections to the complainant within 15 days from the delivery of the objections.
The petition shall be delivered to the Office for the Protection of Competition (hereinafter referred to as „the Office”) as well as to the contracting authority within 10 days from the date of the delivery to the petitioner of the decision under which the contracting entity has not complied with the objections.
Where the contracting entity has failed to settle the objections, the proposal to order corrective measures may be delivered to the Office not later than within 25 calendar days from the date of dispatch of the objections by the petitioner.
Only the petition to impose a ban on the performance of a public contract shall be filled after the conclusion of the public contract or the framework agreement. The petitioner shall deliver the petition to the Office and in duplicate to the contracting authority within one month from the date on which the contracting authority published the contract award notice in the manner specified in Section 212 (2) of the Act accompanied with a statement of the reason for the award of the public contract without publication of a contract notice, a prior information notice or an invitation to submit tenders in a simplified below-threshold procedure, however not later than within six months from the conclusion of such contract.
The petitioner shall deliver the petition specified in paragraph d) of subsection (1) of the Act to the Office and in duplicate to the contracting authority within one month from the date on which the contracting authority published a contract award notice regarding a contract awarded on the basis of a framework agreement pursuant to Section 137 of the Act or a contract award notice regarding a contract under a dynamic purchasing system pursuant to Section 142 of the Act, however, not later than within six months from the conclusion of such contract.
The petitioner shall pay, within the time limit for the submission of a petition, to the bank account of the Office a deposit amounting to 1 % of the petitioner's tender price for the entire period of performance of the public contract, or for the period of the first four years of performance with regard to contracts concluded for an indefinite period, however not less than CZK 50 000 and not more than CZK 10 000 000. Where the petitioner is unable to set the total tender price, it shall pay a deposit amounting to CZK 100 000. In the case of a petition to impose a ban on the performance of a contract, the petitioner shall pay a deposit amounting to CZK 200 000.
