Mobile communications services and equipment
The purpose of this procurement is to acquire mobile voice and data communication services in Portugal and abroad in roaming, and equipment (devices) for mobile communications.
The purpose of this procurement is to acquire mobile voice and data communication services in Portugal and abroad in roaming, and equipment (devices) for mobile communications. Because of the nature of the services needed, EMSA couldn't identify at least five operators on the market that could be invited and potentially would all be able to provide a bid for this procurement procedure. As such it was decided that the open procedure shall be used. Using this type of procedure allows opening the procurement to more than the minimum five as in the case of middle value procedures. Using the open procedure would enhance competition within the market and the possibility of receiving higher quality tenders is increased.
The service contract will have an initial duration of 12 months with a possibility of renewal up to 3 times for the same duration of 12 months per each renewal.
Section III: Legal, economic, financial and technical information
Requirements: The tenderer must have the legal and regulatory capacity to pursue the professional activity needed for performing the contract.
Evidence: Valid license from Anacom to operate mobile services in Portugal (or the equivalent for other countries – if applicable).

Section IV: Procedure
In the offices of the European Maritime Safety Agency, Praça Europa 4, 1249-206 LISBOA, Portugal.
This opening session will be public and a representative of each tenderer may attend the opening of the tenders. Should you wish to attend, please send a request (at least five calendar days before the date of the opening) to the following e-mail address: OPEN222017@emsa.europa.eu indicating the name of the attending person and the tenderer they represent.
Section VI: Complementary information
Contact between EMSA and the tenderers is prohibited throughout the procedure, save in exceptional circumstances and under the following conditions only:
a) Before the final date for submission of tenders:
— At the request of the tenderer, EMSA may provide additional information solely for the purpose of clarifying the procurement documents.
Any requests for additional information must be made in writing and sent through the e-Tendering platform at http://simap.ted.europa.eu/ dedicated section of the respective procurement procedure.
EMSA is not bound to reply to requests for additional information made less than 6 working days before the deadline for submission of tenders.
— EMSA may, on its own initiative, inform interested parties of any error, inaccuracy, omission or any other clerical error in the procurement documents,
— Any additional information, including that referred to above, will be published on the dedicated section of the procurement procedure on the e-Tendering platform at http://simap.ted.europa.eu/. The respective section on the website will be updated regularly and it is the tenderers’ responsibility to check for updates and modifications during the tendering period.
b) After the opening of tenders:
— If clarification is required or if obvious clerical errors in the tender need to be corrected, EMSA may contact the tenderer provided the terms of the tender are not modified as a result.
