II.2.4)Description of the procurement:

The purpose of this procurement is to acquire mobile voice and data communication services in Portugal and abroad in roaming, and equipment (devices) for mobile communications. Because of the nature of the services needed, EMSA couldn't identify at least five operators on the market that could be invited and potentially would all be able to provide a bid for this procurement procedure. As such it was decided that the open procedure shall be used. Using this type of procedure allows opening the procurement to more than the minimum five as in the case of middle value procedures. Using the open procedure would enhance competition within the market and the possibility of receiving higher quality tenders is increased.

Contact between EMSA and the tenderers is prohibited throughout the procedure, save in exceptional circumstances and under the following conditions only:

a) Before the final date for submission of tenders:

— At the request of the tenderer, EMSA may provide additional information solely for the purpose of clarifying the procurement documents.

Any requests for additional information must be made in writing and sent through the e-Tendering platform at dedicated section of the respective procurement procedure.

EMSA is not bound to reply to requests for additional information made less than 6 working days before the deadline for submission of tenders.

— EMSA may, on its own initiative, inform interested parties of any error, inaccuracy, omission or any other clerical error in the procurement documents,

— Any additional information, including that referred to above, will be published on the dedicated section of the procurement procedure on the e-Tendering platform at The respective section on the website will be updated regularly and it is the tenderers’ responsibility to check for updates and modifications during the tendering period.
