Kalėjimų departamentas prie Lietuvos Respublikos teisingumo ministerijos, kuriam suteikta teisė atlikti bausmių vykdymo sistemos centrinės perkančiosios organizacijos funkcijas, vykdo automobilių veiklos nuomos pirkimą, siekdamas su pirkimo laimėtojais sudaryti preliminariąsias sutartis. Preliminariosios sutartys bus pasirašomos kiekvienoje pirkimo objekto dalyje su 1 tiekėju, kuris bus pateikęs ekonomiškai naudingiausią pasiūlymą toje pirkimo objekto dalyje, ir kurio pasiūlymas atitiks pirkimo dokumentų reikalavimus bei bus neatmestas dėl pirkimo dokumentuose nuodytų priežasčių. Po Preliminariosios sutarties įsigaliojimo Pagrindines sutartis dėl automobilių veiklos nuomos Preliminariosios sutarties pagrindu ir jos galiojimo laikotarpiu Bausmių vykdymo sistemos perkančiosios organizacijos pagal poreikį siūlys pasirašyti Konkursą laimėjusiam ir pirmoje pasiūlymų eilės vietoje pagal pirkimo objekto dalis esančiam tiekėjui.
