The aim is to have architectural, technical and financial advice and assistance in respect of property management and maintenance of the buildings housing the information offices, at the headquarters of the Secretariat-General of the European Parliament in Luxembourg. The services to be provided involve advice, design, studies and monitoring of works in order to provide assistance in performing the tasks described above.

Payments shall be made monthly within 60 calendar days, subject to approval of the activity report for the month invoiced.

Groupings of economic operators may tender if their members are jointly and severally liable. This may involve an entity with or without legal personality: a consortium, a private agreement or any other appropriate form of cooperation. Prior to contract signature, the European Parliament reserves the right to request that the grouping awarded the contract assume a specific legal form if this is necessary for satisfactory performance of the contract.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: the European Parliament requires tenderers to have the administrative authorisations necessary to perform the activity involved in the contract in accordance with national law.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: documentary evidence as follows:
— copy of the complete financial statements (balance sheet, profit and loss account, cash flow table and annexes) published in the annual report and audited or, should this not be obligatory, certified exact and sincere by a representative of the tenderer, for at least the past 2 financial years for which accounts have been closed,
— proof of valid professional risk insurance cover.
Minimum level(s) of standards possibly required: sufficient economic and financial capacity, and in particular:
— minimum annual turnover of 1 000 000 EUR, realised in the field covered by the contract to be awarded, during the past 2 financial years for which accounts have been closed,
— relevant professional risk insurance cover.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
documentary evidence as follows:
— information on the academic and professional qualifications of the company's managerial staff and, in particular, of the person(s) responsible for providing the service or carrying out the works; particularly CVs for the director of services and for the persons proposed for the future contract,
— list of the main services provided over the past 3 years, with the values, dates and public or private recipients involved; for services and supplies for a European institution, proof must be provided in the form of certificates issued or countersigned by the appropriate body,
— description of the technical equipment (measuring instruments, etc.) and materials available to the company for performing the contract,
— information on technicians or technical bodies, whether or not belonging to the company, and particularly those responsible for quality control,
— statement as to the service provider's or contractor's average annual manpower and the number of managerial staff during the past 3 years, particularly as regards the department responsible for providing the services under the contract, including a list of graduate engineers working therein,
— description of the technical equipment and the measures employed to ensure the quality of supplies and services, including certificates drawn up by independent bodies attesting that the economic operator complies with the quality assurance standards which refer to quality assurance systems based on the series of European standards in that respect and certified by accredited bodies.
Interviews:
once the capacity has been evaluated based on the documentary evidence, tenderers' professional capacity, as regards technical skills in the profession and language skills, shall be confirmed in individual interviews with members of the team proposed for the future contract and with the person responsible for service provision (February/March 2016).
Minimum level(s) of standards possibly required:
sufficient technical and professional capacity, in particular:
— at least 3 years' experience of services similar to those in the contract in question,
— team of experts in the field of the services concerned comprising at least 10 people (graduate engineers), whose director of services must have 10 years' proven experience in the field of the invitation to tender and the persons proposed for the future contract must have qualifications (i.e. a degree), experience (i.e. 5 years) and knowledge (including command of French (European level C1) and English (European level B2); knowledge of German would be an advantage) in accordance with the requirements of Article 2.2 of the technical specifications,
— certification in accordance with quality management standard ISO 9001 or equivalent, or implementation of an integrated quality assurance system with a manual of procedures and mechanisms for in-house or external review and continuous improvement,
— provision of technical equipment and measuring equipment necessary to perform the contract, in accordance with Annex ST1 to the technical specifications.
