The aim of the open call for tenders is to conclude a framework contract for the provision of a video broadcast link between the Press Centre of the General Secretariat of the Council (GSC), Brussels, Belgium and the European Convention Center in Luxembourg. The purpose is to connect the before-mentioned sites so that video and audio feeds can be transmitted during the Council meetings taking place in Luxembourg in April, June and October. The video and audio signals will be edited and "assembled" by the GSC's Press Service to provide a high-quality audio-visual service to the press.

To allow for remote production, the scope of the contract covers the provision of 10 Gb/s redundant links:

- Link-based on IP technology;

- Very low latency;

- No jitter;

- Redundant network path;

- Optimised for audio/video live transmission.

Excluded from the scope of the contract is the supply and installation of compression equipment.
