The European Investment Bank (EIB) wishes to identify up to 6 economic operators who can provide high-quality evaluation-related services. These operators should have a high level of expertise in evaluation methodology and tools. The tenderers should be able to demonstrate having carried out complex evaluations and their ability to select suitable sector specialists with the appropriate technical and language skills necessary to complete evaluation assignments in a wide range of countries, sectors and products.

Considering the complex nature and diversity of the aspects to be covered by the candidate, economic operators are encouraged to form a consortium. A consortium can be a permanent grouping with legal status or an informal grouping created for this specific framework contract tender.
In the case of a joint tender, all economic operators in a joint tender assume joint and several liability towards the EIB for the performance of the contract as a whole. Nevertheless, tenderers must designate a single point of contact for the EIB which shall be responsible for the coordination of the consortium.
After the award, the EIB will sign the contract either with all members of the group, or with the member duly authorised by the other members via a power of attorney.

Information and formalities necessary for evaluating if the requirements are met: In order to participate in this tender, tenderers must not be in one of the situations described in form 5: ‘Declaration regarding the exclusion criteria and the absence of conflict of interest’. This form must be duly signed and dated by all tenderers and in the case of a joint tender, by all entities forming the tendering consortium.
Only the successful tenderers shall provide the supporting evidence as per form 5: ‘Declaration regarding the exclusion criteria and the absence of conflict of interest’ before signature of the contract and within a deadline given by the EIB. This requirement applies to all members of the consortium in the case of a joint tender.

Minimum level(s) of standards possibly required: In order to prove their economic and financial capacity the tenderer (combined capacity of all members of the consortium) must comply with the following criteria:
criterion 1: the annual turnover of the tenderer for the last 3 financial years must be above or equal to 1 500 000 EUR.

Candidates must meet the following criteria for professional and technical capacity. If any of the requirements are not met, the application will be rejected.

EIB considers an evaluation complex when it covers multiple sectors and/or multiple products and/or multiple countries.
