II.4)Short description of nature and quantity or value of supplies or services:
Procurement For All are a Procurement Consortium providing EU compliant Frameworks and bespoke Procurement solutions for public sector organisations to draw down from. This PIN is to inform potential interested service providers to a new provisionally titled Water Hygiene and Associated Services Framework available to a variety of public sector originations nationally.
It is anticipated that this Framework will be split into Lots (1 for Servicing and 1 for Auditing) to cover services within, but not limited to, the following areas:
Temperature monitoring;
Maintenance of domestic water services and plants;
Maintenance of non-domestic water services and plants;
Water sampling;
Surveying and analysis;
Risk assessments;
Water storage tanks inspections;
New water tank installations;
Legionella monitoring;
Anti-scalding measures;
Water system treatment;
Reactive maintenance and inspection;
Mixing valves and water treatment services.
It is expected that the Framework will be available for domestic, commercial and communal properties and covering a multitude of public sector category buildings such as the housing sector (Housing Associations, etc.), Academic Properties/Institutions, Religious Properties/Institutions, Leisure and Entertainment, as well as properties included in defence (e.g. Ministry of Defence) and public order and safety (e.g. Fire and Police).
Procurement For All have detailed, within this PIN, information regarding a proposed Water Hygiene Discovery Day week commencing 11.4.2016 in Manchester. This will focus on a collaborative discussion that will enable us to discuss with appropriate interested Service Providers the initial scope PFA have for the Framework as well as any additional areas/ideas in relation to the public sector.

It is anticipated that the duration of the Framework Agreement will be for a period of 4 years (48 months).
Any dates provided within this contract notice above is a best estimate at the time of despatch of this contract notice.
Each Potential Provider that participates in the procurement exercise shall bear the costs of responding to the ITT and participation in the procurement process generally.
The Procurement For All consortium is made up of the following members:
Accent Group, Aspire Group, Asra Housing Group Ltd, Bromford Housing, Contour Housing, Equity Housing Group, Great Places Housing Group, Johnnie Johnson Housing Trust Ltd, Leeds Federated Housing Association, Merlin Housing Society, Metropolitan Housing, Midland Heart, Muir Group Housing Association Ltd, New Fylde Housing, Orbit Housing Group, St Leger Homes of Doncaster, St Vincent's Housing Association Ltd, Trident Housing, Viridian Housing, Walsall Housing Group, Weaver Vale Housing Trust.
The total amount of dwellings in the consortium is in the region of 415 000 (estimated). It is anticipated that other organisations in England and Wales may join the consortium in the future and be able to access this Framework. Contracts may be awarded by all or any of the current or prospective members of Procurement For All and also any of the individual members current or future subsidiaries. Procurement For All will enter into a Framework Agreement with each Service Provider who is successfully awarded a position on the framework. Procurement For All reserves the right not to award the Framework Agreement and to withdraw this notice at any point without cost or penalty. If the Framework Agreement is awarded, Procurement For All reserves the right to award a part or parts of the contract only. There is no guarantee of work.

Potential Providers should note that, in accordance with the UK Government's policies on transparency, Procurement For All intends to publish the ITT document and the text of any Framework Agreement awarded, subject to possible redactions at the discretion of Procurement For All. The terms of the proposed Framework Agreement will also permit a public sector Contracting Body, awarding a specific contract under this Framework Agreement, to publish the text of that specific contract, subject to possible redactions at the discretion of the Authority. Procurement For All expressly reserves the right:
(i) Not to conclude any Framework Agreement as a result of the procurement process commenced by publication of this notice; and
(ii) To make whatever changes it may see fit to the content and structure of the procurement exercise; and in no circumstances will the Authority be liable for any costs incurred by the economic operators for their participation in this procurement exercise.
If Procurement For All decides to enter into a Framework Agreement with a Potential Provider, this does not mean that there is any guarantee of specific contracts under the Framework Agreement to that Potential Provider. Any expenditure, work or effort undertaken prior to the conclusion of this Framework Agreement is accordingly a matter solely for the commercial judgement of Potential Providers. Any specific contracts awarded under this Framework Agreement will form a separate contract between the Contracting Body who awards the specific contract and the Potential Provider who is awarded the specific contract. The Authority and other contracting bodies utilising the Framework Agreement reserve the right to use any electronic portal for the duration of the framework agreement and any specific contracts awarded thereunder.
The Framework Agreement duration is the period during which specific contracts may be awarded under the Framework Agreement.
The value provided is only an estimate and is based on the full duration of the Framework Agreement.
Procurement For All cannot guarantee to successful Potential Providers that any specific contracts will be awarded to them under this Framework Agreement.

The intention of this Discovery Day is to give Service Providers an opportunity to discuss the framework.
