Essex County Council is working in partnership with Clinical Commissioning Groups to procure a Reablement at Home Service in Essex. Prior to the commencement of the procurement we would like some assistance from the market.
Reablement is defined by the Department of Health as ‘an active period of typically up to 6 weeks of intense activity and support designed to promote people's independence. This is a preventative measure that can reduce people's need for both acute hospital care and can help people to continue living at home for longer.’
The reablement service in Essex provides support to help individuals to improve confidence, manage their personal care and help with practical tasks and activities of daily living.
Essex County Council is looking to enter into a 3 to 5 year contract; the initial intention is for the tender process to broken down into 5 lots another consideration is to procure a single county-wide contract. If procured in lots they would be broken down as follows:
Lot 1 — Mid Essex covering Braintree, Chelmsford and Maldon districts;
Lot 2 — North East Essex covering Colchester and Tendring districts;
Lot 3 — South East Essex covering Castle Point and Rochford districts;
Lot 4 — South West Essex covering Basildon and Brentwood districts;
Lot 5 — West Essex covering Epping, Harlow and Uttlesford districts.
Essex County Council is seeking input from the market to assist with scoping of the likely cost to this future procurement, therefore the purpose of this PIN is to explore different possible models of delivery and the likely cost for each via a soft market testing exercise during February 2015. This will allow us to draft an appropriate specification ready to commence the full tender process planned for July 2015.
