M11 Business Systems Procurement.
The Higher Education Statistics Agency Limited (‘HESA’) collects a range of data from approx. 260 higher education (HE) providers across the UK and is regarded as a global leader in HE data collection and dissemination.
HESA will shortly be undertaking a procurement exercise (in accordance with the restricted process) to select a supplier to deliver a project to replace its existing Business Systems for Financial Management (FM) and implement new Human Capital Management (HCM) and Customer Relationship Management (CRM) systems. Whilst it is anticipated that these products will be off the shelf products the selected supplier will need to work with HESA to integrate, implement, release and support the software. The total estimated value for the initial 3 year contract is approximately 420 000 GBP, with the potential renewal period this may rise to approximately 700 000 GBP (excl. VAT).
HESA will shortly be undertaking a procurement exercise (in accordance with the restricted process). On Thursday, 24 March at 10:00 at 95 Promenade, Cheltenham, Gloucestershire, GL50 1HZ, HESA will host a Suppliers' Event to provide an opportunity for interested suppliers to receive an overview of the opportunity, indicative time-scales and HESA's expectations for the market engagement.

HESA is anticipating that it will offer a contract for 3 years with an option for HESA to extend by up to a maximum on 3 years (on a 3 x 1 year extension basis), each of which extension periods is exercisable at HESA's discretion and is subject to compliance by the successful bidder with the terms of the contract.
HESA expects to issue a Contract Notice in the Official Journal of the European Union (‘OJEU’) for this project within the next 6 weeks. This timetable is however estimate only.
HESA invites organisations to complete a questionnaire available from https://www.hesa.ac.uk/m11_procurement and to be returned to firstname.lastname@example.org no later than 12:00 on 30.3.2016.

Suppliers will not be prejudiced by any response/failure to respond to this Notice or any market engagement document or to attend the Suppliers' Event. Information made available at the Suppliers' Event will be made available to bidders who express an interest in any resulting procurement. HESA welcomes interest from all suitable suppliers. However, potential suppliers are reminded that they must ultimately satisfy the minimum requirements of the selection criteria set out in the Pre- Qualification Questionnaire (‘PQQ’) in order to be selected to proceed to the Invitation to Tender stage of the process.
HESA intends to conduct this procurement by following the procedures laid down in the Public Contracts Regulations 2015. In doing so HESA is not to be taken as acknowledging that it is a contracting authority within the meaning of the Regulations or as accepting any obligation to follow those procedures in the case of this or any other procurement.
