Lot 3 — Provision of staff surveys and engagement survey services (single framework agreement).
Lot 4 — Provision of job design and evaluation services (single framework agreement).

II.2.4)Description of the procurement:
The future service providers will be required to provide specialised human resources advisory services is related to the following domains:
— HR strategy (including implementation as well as target operating model);
— Talent management and succession planning;
— Internal mobility;
— Strategic workforce planning;
— Performance management and development (e.g. individual development plan);
— Diversity and inclusion;
— Employer branding and EVP;
— On-boarding;
— Organisational culture and employee engagement;
— HR analytics and reporting;
— HR technology trends.
In order to support best HR delivery, the personnel directorate is looking for service providers who are able to conduct “visioning” exercises for all the above mentioned domains — with support for the key leaders impacted within the Directorate.
Furthermore, the Service Providers should also be able to provide capabilities to provide market analysis on the domains listed above - i.e. benchmarking with other IFIs/banks and best-in-class current practice and recommendations for the above listed HR domains.

The future service providers are required to provide project, change and process management services related to human resources is related to the following domains:
— Domain 1 — Project management: Supporting the delivery of HR projects within personnel via the definition of methodological approach and project deliverables execution — in consideration of HR IT systems’ impacts. This also includes the provision of monitoring and evaluation of HR projects with the definition of performance indicators.
— Domain 2 — Change management: Supporting the delivery of change management activities for all HR projects — spanning from the identification of key changes introduced by the project to the definition and animation of those change activities (i.e. training materials, training animation, communication plan definition, communication materials production, etc.).
— Domain 3 — Business Process Management (“BPM”): Supporting the formalisation of Personnel processes and procedures in accordance with best practices related to BPM.
