III.1.1)Deposits and guarantees required:
No financial guarantee is required.
III.1.2)Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
Interim payments, on the basis of approved progress reports, of up to 80 % of the value of the purchase order.
Payment of the balance following final acceptance of the works, based on all the documentary evidence listed in the framework contract.
Payment deadline: at 30 days of receipt of an admissible invoice.

No special form is required. Prior to contract signature, the European Parliament reserves the right to request that the grouping awarded the contract assume a specific legal form if this is necessary for satisfactory performance of the contract.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: the European Parliament requires tenderers to have the administrative authorisations necessary to perform the activity involved in the contract in accordance with national law.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: — copy of the complete financial statements (balance sheet, profit and loss account, cash flow table and annexes) published in the annual report and audited or, should this not be obligatory, certified exact and sincere by a representative of the tenderer, for at least the past 2 financial years for which accounts have been closed,
— if this information does not come from financial statements, a breakdown of turnover showing the turnover in the field of activity relating to this contract,
— proof of valid professional risk insurance cover.

— list of works performed over the past 3 years, with details of their values, dates and locations; the list of the major works (including the similar project referred to above, in particular) will need to be accompanied by certificates of satisfactory performance, stating whether they were duly completed to a good professional standard,
— indication of which parts of the contract tenderers intend to subcontract,
— Qualibat, AFNOR, PQ-VOB, EN-ISO certificates, or other professional qualifications in the field in question.
Minimum level(s) of standards possibly required:
— experience of at least 3 years in services similar to those required in the contract in question, including 1 contract of the same type in an administrative building during this period,
— certification or qualification in the field of the lot in question: (Qualibat, AFNOR, Präqualifikation, sectoral EN-ISO standards or equivalent).

Compulsory site visits will be organised in accordance with the specifications. Only those economic operators that attend the site visit are eligible to tender.

The European Parliament reserves the right to take up the option to use a negotiated procedure under Article 134(1)(f) of the rules of application of the Financial Regulation, to entrust the successful tenderer with new works consisting in the repetition of similar services or works, provided that these works conform to the basic project of this invitation to tender.
In addition, exceptionally and by written amendment, the contract may be subject to renewals in order to cover the period of non-completion of the invitation to tender procedure for preparing a new contract.
'Time limit for receipt of tenders or requests to participate' (IV.3.4) should be understood as the time limit for receipt of tenders.
