II.1.4)Short description:

The General Secretariat of the Council of the European Union (GSC) is intending to sign 2 successive multiple framework contracts:

— lot 1: study assignments in the field of architecture,

— lot 2: study assignments in the field of building engineering.

The assignments may be of 2 types:

— assignments involving studies and overseeing of works, including several preliminary design phases or all of them, permission if necessary, plans, assistance during invitations to tender, monitoring of works' performance, acceptance for restructuring, extension, renovation and/or restoration projects,

— ad hoc assistance or consultancy assignments in the building field.

The Secretariat will enter into up to 6 successive framework contracts (3 per lot) for an identical overall 7-year duration.

— assignments involving studies and overseeing of works in the field of architecture, including several preliminary design phases or all of them, permission if necessary, plans, assistance during invitations to tender, monitoring of works' performance, acceptance for restructuring, extension, renovation and/or restoration projects,

— ad hoc assistance or consultancy assignments in the building field.

The buildings involved are:

— the Justus Lipsius Building located on rue de la Loi in Brussels, which is the headquarters of the Council of the European Union and its Secretariat. It has a total gross surface area of 228 000 m2. It was completed in 1995 and houses conference infrastructure, offices, restaurants, sports facilities, print rooms, storage rooms and car parks,

— the Lex Building located on rue de la Loi in Brussels, which has a total gross surface area of 81 000 m2. It was completed in 2007 and houses conference rooms, offices, a restaurant, storage rooms and car parks,

— the Europa Building located on rue de la Loi in Brussels, which has a total gross surface area of 71 000 m2. It was completed in 2016 and houses conference rooms, offices, restaurants and car parks,

— the crèche located on avenue de la Brabançonne in Brussels, which has a total gross surface area of 6 000 m2. It was completed in 2006,

— the warehouse currently located in Overijse which will be replaced by one in Neder-Over-Heembeek during the course of 2017.

Before submitting a tender, tenderers are requested to take part in a briefing organised by the Secretariat in order to familiarise themselves with the context and scope of the services required.

Mandatory on-site visits could be scheduled between 23.3.2017 and 29.3.2017: see the 'UCA 17-004 Invitation à soumissionner' document for the procedures.

Justification for a duration exceeding 4 years:

the maximum 7-year duration is justified on the grounds that:

a. the service providers involved need to become fully acquainted with the GSC and the buildings the services concern;

b. most of the projects carried out by the GSC, that service providers will need to work on, last for several years from project commencement until works completion.
