The purpose of this Prior Information Notice (PIN) is to:
(i) Inform the market of a prospective contract opportunity in connection with the procurement of Bus Shelter Services including Advertising, Cleaning, Maintenance, Supply and Installation of new shelter (as part of a refurbishment / upgrade programme) upon expiry of an existing contract in March 2016;
(ii) Request information that may be relevant to the procurement strategy that may be adopted by the contracting authority.
Background Information:
At the current time, there are 161 bus shelters across the borough of Fareham. They are mainly located along the main arterial routes across the Borough. Circa 50 shelters have exclusive advertising rights whist the remainder are non-adverting type shelters. The shelters are located at various stops to provide protection from the elements for users of the bus service predominately provided by First Bus, but other bus operators do pass by. At this stage, we are interested to hear from parties who may wish to be considered for any future contract to provide the Services itemised above. This will allow us to include those parties in the circulation of further information and seek their input in designing the outcome specification that would form part of the any future tender. We would welcome meetings with services providers to establish the state of play in the current market and what opportunities or challenges are going forward. Interested parties should, in the first instance, respond to this PIN and express their wish to participation in a meeting with the Council to discuss the subject. The form of response should be limited to the provision of a single point of contact (name, job title, email address and phone number). Responses should be received via the Councils Procurement Portal, the South East Business Portal (SEBP) https://www.businessportal.southeastiep.gov.uk by the response date of 20.3.2015.

As set out above, this notice is intended only to inform the market of a prospective contract opportunity and to request information which may be relevant to the development of any eventual procurement strategy. In developing this strategy consideration will be given, among other things, to the most appropriate procurement route, including whether such a contract might be offered as a service concession or a mix of concession / service contract.
Potential bidders will not be prejudiced by any response to this PIN, or failure to respond. This PIN does not formally signify the beginning of a procurement and does not constitute a commitment by the Council to undertake any procurement exercise. In the event that the Council decides to formally commence the procurement of Bus Shelters Services a separate notice will be issued.
