II.1.5)Short description of the contract or purchase(s):
The HS2 network will provide high capacity, high speed links between London, Birmingham, Leeds and Manchester, with intermediate stations in the East Midlands and South Yorkshire. The new high speed network is being planned and built in 2 primary stages; Phase 1 from London to the West Midlands and Phase 2, from the West Midlands to Leeds and Manchester.
Phase 1 of HS2 would see a new line run from London Euston to new stations at Old Oak Common in West London, Birmingham Interchange near Birmingham Airport and the NEC and a terminus station in Birmingham City Centre. It would also provide a link to the WCML near Handsacre enabling classic compatible services to run further north.
Phase 2 would extend the high speed line from the West Midlands to Manchester and Leeds, with connections on to the West and East Coast main Lines, to serve the rest of the North of England and Scotland. Intermediate HS2 stations are proposed at Manchester Airport, South Yorkshire and in the East Midlands. It would be integrated with the existing network.
Earlier this year Sir David Higgins set out a number of recommendations in his ‘Rebalancing Britain' report, including his view that the strategic goal of the Y network to link Birmingham to Manchester and Leeds by high speed rail is right. In the Written Ministerial Statement responding to the report, the government stated that more work would be commissioned on the route and stations for Phase 2. No decisions have yet been taken about the Phase 2 route. But in line with the commitments given to Parliament, DfT wishes to take steps to facilitate the commission of work referred to in the Written Ministerial Statement, by selecting a firm or firms to provide Professional Service Consultant (PSC) support. This would enable DfT to proceed expeditiously once route decisions are taken. In the first instance, this would involve letting contract(s) for PSC(s) to survey up to 50 miles in length of the Phase 2 route north of Birmingham. The route could include tunnel, cuttings, embankment, viaduct and land at grade. The route could require the demolition of properties, severance of dwellings, and affect the settings of listed structures, conservation area, habitats of principal importance and ancient woodland. The route could involve the diversion of minor rivers, run through flood zone land, and cross agricultural land.
The scope of this requirement is split into the following lots:
— Lot 1 Civil Engineering and Structural Design Services (Single Party Contract);
— Lot 2 Environmental Services (Single Party Contract);
— Lot 3 Railway Systems Application Design Services (Single Party framework);
— Lot 4 Site access, Land Referencing and Land Owner Engagement services (Multi Party framework);
— Lot 5 Overall Programme Management & Co-ordination (Single Party Contract).
Expressions of interest are invited from companies or consortia for individual lots, all lots or any combination of lots. Depending on the level of interest received HS2 Ltd may, at its absolute discretion, decide to combine lots for tender invitation purposes. HS2 Ltd considers that there may in particular, be benefit in combining Lots 1 and 2.

Description of these options: Both the framework agreement and separate contracts will include the option to extend their duration to provide additional services of a similar nature until the appointment of designers for the subsequent phase of the project if the project receives approval to go ahead to the implementation stage following the Hybrid bill procedures. This will comprise a term of 4 (four) years plus an option for an additional 2 (two) years for the contracts in Lots 1 and 2 and 5 (five) years and an option for an additional 2 (two) years for the framework agreements for Lots 3 and 4 and the contract for Lot 5 will run for 4 (four) years and an option for an additional 2 (two) years.
