The scope of this procurement procedure is the provision of medical and occupational health and safety services including, but not limited to, the provision of services of an on-site company doctor and 2 on-site occupational nurses, the monitoring of sick leave, pre-employment, annual and other medical examinations, occupational health review services, invalidity and arbitration cases. It is expected that such services will be carried out partly at Europol's headquarters in The Hague and at the tenderer's health centre premises.

List and brief description of conditions:

Candidates/tenderers must not be in any of the situations listed in Articles 106 and 107 of Regulation (EU, Euratom) 2015/1929 of the European Parliament and of the Council of 28.10.2015 amending Regulation (EU, Euratom) No 966/2012 on the financial rules applicable to the general budget of the Union (Financial Regulation).

The documents required in relation to this are indicated in the procurement documents.

The candidates must prove that they are authorised to perform the contract under national law.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

Candidates must have economic and financial capacity to provide the required services.

Minimum level(s) of standards possibly required:

The candidate must have for each of the past 2 financial years, for which accounts have been closed, an average annual turnover of at least 1 000 000 EUR.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

Candidates shall prove that they have technical and professional capacity to perform the contract.

Minimum level(s) of standards possibly required:

Corporate capability:

— a minimum of 3 years' experience in the provision of the health and medical services described in this call for tender, acquired in the period 2013–2015 for clients in the public and private sector at national/international level,

— a comprehensive organisational and staffing structure of the candidate showing total manpower, managerial, operational and medical staff,

— premises shall be located within reasonable travel distance of Europol headquarters in The Hague (maximum of 80 kilometres road distance) easily reachable both by public transport and by car,

— comprehensive corporate security management practices and policies,

— quality assurance measures as certified by official authorities/organisations relevant to the provision of occupational health and safety services,

— a contract manager responsible for the management and implementation of the contract who is able to communicate in English.

On-site company doctor and his/her substitute:

The candidate shall propose 1 on-site company doctor and his/her substitute who must comply with the following minimum requirements:

— professional capability evidencing at least 2 years of professional medical experience as a general medical practitioner and at least 3 years as a specialist in medical and occupational health and safety,

— confirmation of the ability to communicate fluently in English, both orally and in writing,

— the company doctor (and substitute) must be registered in the ‘Beroepen in de Individuele Gezondheidszorg register’ (BIG-register) and in the relevant specialist register,

— the company doctor (and substitute) must be willing to undergo a security clearance — ‘Confidentiel UE/EU confidential’ — and to sign a confidentiality agreement.

On-site occupational health nurses:

The candidate shall propose 2 on-site occupational health nurses who must comply with the following minimum requirements:

— professional capability evidencing at least 5 years of professional medical experience as an occupational health nurse,

— confirmation of the ability to communicate fluently in English, both orally and in writing,

— occupational health nurses must be registered in the ‘Beroepen in de Individuele Gezondheidszorg register’ (BIG-register),

— occupational health nurses must be willing to undergo a security clearance — ‘Confidentiel UE/EU confidential’— and to sign a confidentiality agreement.

Data protection:

The candidate must demonstrate compliance with the current data protection legal framework, namely:

— Directive 95/46/EC of the European Parliament and of the Council of 24.10.1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data, and

— the national data protection legislation compulsory at the tenderer's national level.

The candidates must also indicate whether they have taken any measures or they commit themselves to take any specific measures in order to comply with the General Data Protection Regulation:
