II.3) Description of the field or fields covered by the call for expressions of interest: the objective of establishing the list of vendors is to facilitate procurement of studies and analytical work in the area of trade, the potential development of analytical tools for trade policy, carrying out trade policy related surveys and peer reviews.

The list of vendors is established to facilitate procurement of studies and analytical work in the area of trade, the potential development of analytical tools for trade policy, carrying out trade policy related surveys and peer reviews. This list comprises of lots (see Annexes B).
Where a specific contract relating to a specific lot is to be concluded, the contracting authority will invite all the vendors on list of the lot(s) to submit either a tender (procedure in 1 step) or a request to participate followed by a tender (procedure in 2 steps).
In the case of a procedure in one-step, the contracting authority will send the vendors the tender specifications relating to the contract in question. In the case of a procedure in 2 steps, contracting authority will send the vendors only the subject matter of the contract and the exclusion and selection criteria. In a second step, only the vendors fulfilling these criteria will receive the tender specification and be invited to submit tenders.

Participation in procurement procedures is open on equal terms to all natural and legal persons falling within the scope of the Treaties. This includes all legal entities registered in the EU and all natural persons having their domicile in the EU. Participation is also open to all natural and legal persons registered or having their domicile in a non-EU country which has an agreement with the European Union in the field of public procurement on the conditions laid down in that agreement. The rules of access to the market do not apply to subcontractors.

(a) they are bankrupt, being wound up or have suspended business activities, their affairs are being administered by the court, they have entered into an arrangement with creditors or similar measures or are the subject of any proceedings of that nature or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they have been convicted of an offence concerning their professional conduct by a judgment which is not open to appeal;
(c) they have been guilty of grave professional misconduct;
(d) they have not fulfilled obligations relating to the payment of social security contributions or taxes;
(e) they are guilty of serious misrepresentation in supplying the information required by the authorizing department;

Any personal data included in or relating to this call for expression of interest shall be processed in accordance with Regulation (EU) 2018/1725. Such data shall be processed solely for the purpose of the establishment and maintenance of the list of vendors by the data controller.
The contractor or any other person whose personal data is processed by the data controller in relation to this list has specific rights as a data subject under Chapter III (Articles 14-25) of Regulation (EU) 2018/1725, in particular the right to access, rectify or erase their personal data and the right to restrict or, where applicable, the right to object to processing or the right to data portability.
Should the contractor or any other person whose personal data is processed in relation to this list have any queries concerning the processing of its personal data, it shall address itself to the data controller. They may also address themselves to the Data Protection Officer of the data controller. They have the right to lodge a complaint at any time to the European Data Protection Supervisor.
