Air Traffic Control The Netherlands (ATC-NL) is a Dutch independent administrative organization that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. ATC-NL anticipates to procure a system and associated services that enables ATC-NL to perform remote tower operations. ATC-NL is a contracting authority and — based on its procurement policies and public procurement laws and regulations — conducts this tender procedure. This Selection Guide describes the goals that ATC-NL endeavours to achieve with implementing remote tower operations.
The short term goal for this tender procedure is initially aimed at the procurement of technology for the purpose of implementing remote tower operations at Groningen Airport Eelde and Maastricht Aachen Airport. The controller working positions will be established at the ATC-NL Headquarters at Schiphol-Oost. ATC-NL has set the goal to have these remote tower operations systems in operation by Q4 2021.
ATC-NL has the ambition to procure remote tower operations technology off-the-shelve from 1 supplier who will act as a true partner for a long term of cooperation and for the provision of services, possible further remote tower operations systems at other airports in the Netherlands Flight Information Region and future remote tower operations technology developments.
Scope of supply.
The awarded contract will foresee in various services and options. The scope of the assignment can be split in deliveries, services and options as listed here below:
Deliveries: RTO Systems consisting of at least sensors, mast(s), cabling, processing hardware, monitoring and control and display system(s) including HMI for: Groningen Airport Eelde (production environment) and Maastricht Aachen Airport (production environment):
— software licenses,
— spare parts on site.
— design workshops with LVNL staff to determine Console layout,
— design workshops with LVNL staff to determine HMI layout,
— design workshop with LVNL staff to determine installation and infrastructural aspects,
— early familiarization of technical (ATSEPs) and operational (ATCOs) personnel with RTO at involved airports and LVNL Schiphol,
— test management (Validation cycles and Verifications such as FAT, SAT),
— installation services,
— site surveys,
— assistance in development and altering of technical and operational procedures and manuals,
— training of LVNL technical (ATSEPs) and operations staff (ATCOs),
— overall assistance in RTO System certification with the NSA (technical and operational), including co-creation of the Safety Case,
— continuous product development,
— maintenance support services during the lifetime of the RTO system.
The anticipated duration of the Master Agreement is 20 years. The Master Agreement will probably enter into force in December 2019 and will therefore end in December 2039. However, the initial duration is a period of 5 years, after which ATC-NL has the unilateral right to extend the Master Agreement 3 times with another 5 years.
— RTO System consisting of at least cabling, processing hardware, monitoring and control and display system(s), interface with LVNL (UFA) Simulator core including a HMI for: simulator for training purposes (education environment),
— RTO Systems consisting of sensors, mast(s), cabling, processing hardware, monitoring and control and display system(s) including a HMI for further airfields located in the Netherlands (production environment),
— RTO System consisting of at least sensors, cabling, processing hardware, monitoring and control and display system(s) including a HMI for: test (test environment),
— RTO System consisting of sensors, cabling, processing hardware, monitoring and control and display system(s) including a HMI acceptance purposes of new software releases (acceptance environment),
— changes following new operational requirements or new (international) regulations such as but not limited to integration with the ATC-NL Electronic Flight Strip System and/or a supervisor position,
— extension periods for the maintenance services.
The project is co-financed by the European Union under the Connecting Europe Facility (CEF) grant for the Transport sector with action Number 2017-NL-TM-0127-W and entitled "Remote tower and relocation of local Approach for Groningen Airport Eelde and Maastricht Aachen Airport".
