Vor Ausführung der Arbeiten ist es notwendig sicher zu wissen, dass das Gebiet, in dem baubedingte Eingriffe erfolgen werden, frei von Kampfmitteln ist. Die Flächen, für die nicht bereits entsprechende Freigaben vorliegen, sind sachkundig zu untersuchen. Im untersuchten Baufeld haben sich flächendeckend zahlreiche Anomalien und Störkörper gezeigt. Folglich konnte für das sondierte Baufeld vorerst keine Freigabe auf Kampfmittel erteilt werden. Es sind weiterführende Maßnahmen zur Räumung notwendig,

Eine Änderung des Gesamtcharakters läge vor, wenn sich das Wesen des gesamten Auftrages verändern würde - indem beispielsweise die originäre Bauleistung, Lieferung oder Dienstleistung durch andersartige Leistungen ersetzt werden würde oder indem sich die Art der Erbringung der Leistung grundlegend ändern würde. Dies ist gegenständlich nicht der Fall, weil es sich um bauvorbereitende Maßnahmen zur Herstellung der Kampfmittelfreiheit handelt
