In the framework of the Risk Capital Facility for the Southern Neighbourhood countries, financed by the EIB and the European Commission (from the general budget of the European Union under the Neighbourhood Investment Facility), the Bank launched the Southern Neighbourhood Microfinance Facility ("SNMF or the Facility"), to realise small microfinance investments in the Southern Neighbourhood of the European Union (the "Region").
The overall objective of this TA operation is to promote the financial inclusion of more vulnerable persons including youth, the unemployed, migrants and refugees. The aim is to improve the quantity and quality of financial and non-financial services for vulnerable populations currently unserved or underserved by the traditional or inclusive financial sector to help improve their economic well-being and contribute to regional stability.
The specific objective of this Technical Assistance operation is to encourage Financial Intermediaries to provide responsible financial and non-financial services to vulnerable populations via the following components:
i) Component 1: Support current and/or potential Financial Intermediaries willing to explore the feasibility of expanding activities or consolidating existing activities to more vulnerable persons and in particular to migrants and refugees.
ii) Component 2: Support the provision of financial education, financial literacy, vocational training, economic empowerment and technical support for more vulnerable persons such as youth, unemployed as well as migrants and refugees.
A team of long-term, intermittent and short-term experts specialized in microfinance, product diversification (ideally with experience of developing financial and non-financial products for the inclusion of vulnerable populations), social performance, non-financial services and business development with experience in similar kinds of assignments shall implement the aforementioned components.
The Contractor will also be requested to oversee the whole programme as well as coordinate and supervise the provision of the above TA components.
The Project will be headed up from the Region (location to be determined), for a period of 3 years.
In parallel to this tender, the EIB will also be launching a TA Programme entitled “Technical Assistance Programme to Microfinance Facility and actions supporting the financial inclusion in the Southern Neighbourhood of the EU”. Cooperation between the 2 TA programmes is expected.
