The services to be procured will support the European Union (EU) to carry out a range of activities in the fields of public and cultural diplomacy in order to further strengthen the EU's ability to engage in a meaningful and effective dialogue with selected target audiences in the PR China. Technical assistance efforts may therefore include inter alia the organisation of events and peer-to-peer exchanges, production of promotional and audio-visual materials, creation of online content, visibility, press and media engagement, exhibitions, competitions and others.

Please note that the launch of the call for tenders is subject to the adoption of the commission implementing decision on the 2019 Partnership Instrument Annual Action Programme Phase I.
 11.Legal basis

Regulation (EU) No. 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action and Regulation (EU) No. 234/2014 of 11.3.2014 establishing a partnership instrument for cooperation with third countries.
Please be aware that after the United Kingdom's withdrawal from the EU, the rules of access to EU procurement procedures of economic operators established in third countries will apply to candidates or tenderers from the United Kingdom depending on the outcome of negotiations. In case such access is not provided by legal provisions in force at the time of contract award, candidates or tenderers from the United Kingdom could be rejected from the procurement procedure.

There must be a minimum period of 30 calendar days between the publication of this prior information notice and the publication of the corresponding Contract Notice.
