The university wishes to procure a principal contractor for a new Learning and Teaching Centre (LTC) which will be a 7 storey building providing various sizes of teaching rooms for “team based learning” at Brunel University London. The building will include open plan spaces and group study rooms at each level of the building. The design has been developed to RIBA Stage 4 by the universities design team including Penoyre and Prasad Architects and BDP Engineers. The successful contractor will be required to complete the design and the form of contract will be the JCT Design and Build 2016 (with bespoke amendments). The university are not novating the design team but will permit the winning contractor to contact Penoyre and Prasad in relation to completing the architectural design. The value of the contract is in the region of 26 000 000 GBP — 40 000 000 GBP.

The University reserves the right not to award any contract and to make whatever changes it sees fit to the timetable, structure and/or content of the procurement process and to cancel the process in its entirety at any stage. In such circumstances, the University will not reimburse any expenses incurred by any person in the consideration of and/or response to this procurement nor is the University liable for any bid costs, loss of profit incurred by the applicants in proceeding with or participating in this procurement, including if the procurement process is terminated or amended by the University. The University does not bind itself to enter into any contract arising out of the procedure envisaged by this notice. No contractual rights express or implied arise out of this notice or the procedures envisaged by it. Any resulting contracts will be considered contracts made in England according to English law.

The Public Contracts Regulations 2015 address the remedies available to economic operators. The University will incorporate a minimum of 10 calendar days standstill period in accordance with regulation 87 of the Public Contracts Regulations 2015 prior to concluding the award of any contract pursuant to this notice. In the first instance, potentially aggrieved economic operators should notify the University of an appeal.
