The overall objective of the study is to estimate the efficiently incurred costs of providing wholesale voice call termination services on fixed network operators in the EEA. The specific objectives of the study are to

1) develop a BULRIC cost model to estimate the efficient costs of providing wholesale voice termination services in the EEA;

2) to estimate these costs for a generic fixed network operator in each EEA country;

3) validate the cost model and its outcome with national regulatory authorities;

4) provide technical assistance on the cost model during the preparation of the Commission's legislative proposals for a Eurorate for voice termination services on fixed networks.
