The contracting authority aims to establish a contract with a single contractor for a period of 16 months in order to conclude a pilot project on smart eco-social villages.
The estimated total value of the contract referred to in Sections II.1.5) and II.2.6) of the present notice shall be considered as a maximum amount. As a result, tenders exceeding it will be rejected. Prices shall be all-inclusive: the European Commission will not pay expenses for any additional costs incurred from the execution of the contract.

A maximum of 2 representatives per tender, duly mandated, are allowed to attend the opening (proof of identity must be given by presentation of a passport or identity card). If tenderers wish to be present, they shall inform the evaluation unit C.4 of DG Agriculture and Rural Development by e-mail no later than 1 week before the opening date, to the contacts indicated in point I.1.

You may submit any observations concerning the award procedure to the contracting authority indicated under heading I.1.
If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal. Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
