HS2 Ltd intends to procure an Automated People Mover (APM) that will transport passengers between the new HS2 Interchange Station, the National Exhibition Centre (NEC), Birmingham International Railway Station and Birmingham Airport.

The purpose of this PIN is to alert suppliers that HS2 Ltd wishes to commence pre-procurement market engagement and consultation, including seeking responses to the supplier questionnaire. Key elements of the proposed scope and HS2 Ltd’s current views on the procurement, contracting and packaging strategy for the APM are described in the APM Market Briefing document. HS2 Ltd may undertake further and other pre-procurement market consultation exercises but initially this questionnaire is to gauge the level of appetite within the market for the APM requirements. The responses to the questionnaire will also inform HS2 Ltd’s procurement strategy and commercial approach.

1) HS2 Ltd has selected CPV codes at II.1.2) Main CPV code and II.2.2) Additional CPV code(s) that appear to most closely fit the core elements of the APM scope but interested organisations should review the market briefing document for further information on the scope for the two separate works packages. Further, although certain selected CPV codes refers to cable transport systems, HS2 Ltd is not specifying a particular type of system or technology for the systems works package.

4) This PIN is not a call for competition and is not published to reduce time limits for the receipt of tenders.

5) This PIN is only to alert the market to the forthcoming procurement and HS2 Ltd’s intention to commence pre-procurement planning and market consultation to inform its procurement strategy and commercial approach for the services/supplies/works referred to in this PIN. HS2 Ltd intends to launch the procurement in Q4 2020 by the publication of a further PIN and/or contract notice (or notice through Find a Tender (‘FTS’), if applicable) but HS2 Ltd reserves the right not to commence any procurement or award any contract(s) in respect of the services/supplies/works referred to in this PIN and to amend the information in this PIN.

6) Non-participation in the market engagement exercise shall not prevent any supplier from participating in the procurement.

7) Given the early stage of the procurement process, the anticipated impact of market engagement process, and other internal processes, any information provided in this PIN may change. Insofar as permitted by law, HS2 Ltd shall not be liable for any losses incurred by any party as a result of reliance on such information.

8) Publication of this PIN is part of the normal HS2 Ltd due diligence process on its options, and the publication of this PIN does not indicate that a decision has been made on a particular route for a procurement and/or subsequent contract award, if any.

9) HS2 Ltd is not obliged to communicate with any parties/economic operators that complete the supplier questionnaire.

10) HS2 Ltd is not obliged to respond to any correspondence on this notice or any matter related to this pre-procurement market engagement exercise. The decision to include any party/economic operator in any subsequent engagement process shall remain with HS2 Ltd alone.
