II.2.4)Description of the procurement:

The 1st objective of the Tender is to develop, implement, test and validate a Net Neutrality (NN) Measurement Tool, over a period of 12 months. The 2nd objective is to provide support services to the Contracting Authority (the BEREC Office) and NRAs within the following period of 36 months. The Tool shall implement an open source software Measurement tool for monitoring the Quality of Service (QoS) aspects of Internet Access Services (IAS), such as speed and delay, as well as aspects of traffic management, such as the blocking and throttling of Internet-based applications, ports blocking, etc. The deliverable will also include a reference implementation of the tool and a BEREC Portal for publication of measurement results from the tool. It will be a “Reference” for NRAs in the sense that it will provide a prototype working solution, available from the Contracting Authority for individual NRAs, which may opt-in and deploy the solution, either in full or by adopting certain modules / functions.
