The opening of tenders may be postponed, at short notice, owing to unforeseen events occurring in the General Secretariat's buildings on the day on which the tender opening session is initially scheduled.
Section VI: Complementary information
The contract duration (4 years + renewal by tacit agreement for 1 period of 1 year) is justified by the following:
— the complex nature and scale of the cradle installations require the service provider to have in-depth knowledge of the equipment and know-how that can only be acquired after a relatively long period of time.
In order to ensure the continuity of activities taking place in the building and guarantee the safety of users (mainly the window cleaners), it is necessary to be able to count on the reliability and efficiency of the services provided, which will greatly depend on the experience that the service provider has acquired on site.
During the 3 years following conclusion of the initial contract, the Secretariat may use a negotiated procedure with the party awarded this contract, without prior publication of a contract notice for new services involving a repetition of similar services which comply with the basic project referred to in this contract as described in point II.1.4.

within 2 months of notice being given to the plaintiff or, should no notice be given, within 2 months of the date on which the matter in question became known. A complaint made to the European Ombudsman neither suspends this period nor opens a new period for lodging appeals.
The procedural time limits are extended on account of distance by a single period of 10 days, whatever the relevant party's usual place of residence or domicile.
